According to the Shanghai Road Transport Development Center, after completing the experimental section of the Inner Ring Elevated Facilities Improvement and Functional Improvement Project last year, the facilities improvement and functional improvement of the Inner Ring Elevated Section will be launched on September 8th. The service function, operational safety, and operational quality of the renovated elevated road facilities will be further improved, more effectively meeting the convenient and comfortable travel needs of citizens. During the construction period, due to changes in traffic organization, attention should be paid to the elevated entrances and exits when traveling between Pudong and Puxi.
It is reported that the Puxi section of the Inner Ring Elevated Road has a total length of 31 kilometers and was completed and opened to traffic in 1994. It is the earliest urban expressway constructed in Shanghai and is known as the "First Ring of Elevated Road in China". In response to the aging of structural facilities, prominent safety hazards, increased operating pressure, and relatively outdated intelligent equipment in the Puxi section of the Inner Ring Elevated Road, which has been in operation for nearly 30 years, a test section of the Inner Ring Elevated Facilities Improvement and Functional Improvement Project was implemented in 2022, achieving good social benefits.
The scope of the Inner Ring Elevated Facilities Improvement and Functional Enhancement Project implemented this time is the elevated main line from Zhongshan North Road to Siping Road and from Zhengben Road to Zhoujiazui Road, with lengths of 2600 meters and 2015 meters respectively, including a total of 9 ramps. The construction content mainly includes the in-situ demolition and construction of anti-collision walls, reconstruction of bridge deck paving, renovation of sound barriers, replacement of expansion joints, replacement of supports, updating of drainage facilities, and repair of structural damage; In addition, bridge health monitoring equipment and automatic irrigation systems for greening will be added.
It is understood that the upgrading and functional improvement project of the inner ring elevated facilities will officially start construction on September 8th, and the outer ring construction is expected to be completed on October 23rd. After the CIIE, we will start the construction of the inner circle and plan to complete all construction tasks by the end of the year.
Due to construction needs, the relevant traffic organization will be adjusted.
According to the Traffic Police Headquarters of the Municipal Public Security Bureau, during the construction period of the outer ring, the main line of the inner ring elevated outer ring from Zhoujiazui Road to Zhongshan North 1st Road will be closed from 23:00 on Monday to Sunday to 6:00 the next day. Vehicles heading towards Puxi from Luoshan Road and Yangpu Bridge need to leave the elevated main line from the lower ramp of Zhoujiazui Road, and the ramps on Zhoujiazui Road and Huangxing Road in front will be closed. From 6:00 to 23:00, a portion of the width will be occupied for construction, and the number of lanes will remain unchanged, while the width of local lanes will be compressed.
During the construction phase of the inner ring, the main line between Zhongshan North 1st Road and Zhoujiazui Road in the inner ring of the elevated road will be closed from Friday to Sunday from 23:00 to 6:00 the next day. Vehicles need to exit the elevated main line from the ramp of Zhongshan North 2nd Road, and the ramps on Zhongshan North 1st Road and Huangxing Road ahead will be closed. Vehicles heading towards Yangpu Bridge and Luoshan Road can enter the Inner Ring Elevated Road from the ramp on Zhoujiazui Road ahead.
To ensure the smooth progress of the project, preparations such as the relocation of the central isolation pier, adjustment of ground markings, and layout of the construction enclosure will be carried out on the evenings of September 5th, 6th, and 7th. The traffic organization is as follows:

The ramps on Zhoujiazui Road and Huangxing Road ahead are closed; The main line of the inner ring elevated road is closed, and vehicles need to leave the elevated main line from the off ramp of Siping Road. The ramp on Huangxing Road ahead is closed.

The ramp of Huangxing Road ahead is closed; The main line of the inner ring elevated road is closed, and vehicles need to leave the elevated main line from the off ramp of Guangzhong Road. The ramp on Zhongshan North Road ahead is closed.
From 23:00 on September 7th to 6:00 the next day: The main line of the inner ring elevated road is closed, and vehicles need to leave the elevated main line from the off ramp of Zhoujiazui Road. The ramps on Zhoujiazui Road and Huangxing Road ahead are closed.
The public security and traffic police department reminds the general public to plan travel routes in advance and avoid congested road sections.
