At the age of 32, he was promoted to the rank of chief department level leader, and at the age of 43, he became a deputy department level leader.
In 2004, Wu Kaicheng was transferred from the position of Deputy Minister of the Propaganda Department of the Sanya Municipal Party Committee to the position of Commander in Chief of the Hainan Provincial Land, Environment and Resources Supervision Corps.
