According to People's Daily News, the 11th meeting of the 16th Standing Committee of the People's Congress of Nantong City decided on July 10th to accept Wu Xinming's resignation from the position of Mayor of Nantong City People's Government and appoint Zhang Tong as Vice Mayor and Acting Mayor of Nantong City People's Government. Wu Xinming was appointed as the Secretary of the Nantong Municipal Party Committee in March this year.
Public information shows that Zhang Tong is a female cadre, born in October 1971 in Suyu District, Suqian, Jiangsu Province. She has served as the Secretary of the Communist Youth League in Suqian City, Jiangsu Province, as well as the Deputy Secretary and Executive Deputy County Magistrate of Siyang County. In 2008, Zhang Tong was appointed as the Vice Chairman and Party Member of the Jiangsu Women's Federation. From 2011 to 2018, Zhang Tong successively served as a member of the Standing Committee of the Xuzhou Municipal Party Committee and Minister of the Propaganda Department of the Municipal Party Committee, a member of the Standing Committee of the Huai'an Municipal Party Committee and Minister of the Organization Department of the Municipal Party Committee, and Deputy Secretary of the Huai'an Municipal Party Committee. In 2018, Zhang Tong was appointed as the Chairman and Party Secretary of the Jiangsu Women's Federation.
Before taking office this time, Zhang Tong served as the Director and Party Secretary of the Jiangsu Provincial Department of Human Resources and Social Security, overseeing the overall work of the department. The total GDP of Nantong in 2022 is about 1.14 trillion yuan, ranking fourth in Jiangsu Province.
According to the official website of the Organization Department of the Jiangsu Provincial Party Committee, the 12th meeting of the Standing Committee of the Huai'an Municipal People's Congress decided on July 8th to appoint Gu Kun as the acting mayor of the Huai'an Municipal People's Government. Former Mayor Shi Zhijun was transferred to the position of Secretary of the Huai'an Municipal Party Committee in March this year.
According to the public resume, Gu Kun was born in 1976 in Haimen, Jiangsu. After graduating with a bachelor's degree, he joined the Economic Department of the Taiwan Work Office of the Jiangsu Provincial Party Committee. Since 2004, he has served as the Director of the Economic Department, Deputy Director of the Secretariat, Director of the Research Department, and Director of the Secretariat. In 2017, he was transferred to the position of Deputy Mayor of Huai'an City. In April 2020, he was appointed as a member of the Standing Committee and Executive Deputy Mayor of Huai'an City, and until this new appointment, he has become the youngest local government official in Jiangsu Province.
Huai'an and Gu Kun had a close relationship with Taiwan for a long time. Huai'an is another major Taiwan funded highland in Jiangsu Province, outside of Kunshan, the strongest county-level city. One of the key tasks under Gu Kun's jurisdiction is to attract and serve Taiwanese capital, and assist Huai'an in further building a "Taiwanese capital highland" in the Yangtze River Delta, after being transferred to Huai'an by the Provincial Party Committee's Taiwan Affairs Office.
According to data, as of May this year, Huai'an has accumulated over 1400 Taiwanese enterprises, with a total investment of over 22 billion US dollars. It has been approved as the only demonstration zone for industrial transfer and agglomeration services for Taiwanese enterprises in the country, and is currently promoting the creation of the "best destination for Taiwanese investment in the Yangtze River Delta".
In May of this year, Yancheng, Yangzhou, and Suqian in Jiangsu Province welcomed new acting mayors from the municipal government, all of whom were "post-70s" cadres who were transferred from other places. Among them, Zhang Mingkang, former member of the Standing Committee and Executive Vice Mayor of Suqian City, has been appointed as the Acting Mayor of Yancheng City. Pan Guoqiang, former member of the Standing Committee and Secretary General of Suzhou City, has been appointed as the Acting Mayor of Yangzhou City. Liu Hao, former member of the Standing Committee and Executive Vice Mayor of Taizhou City, has been appointed as the Acting Mayor of Suqian City.
As of now, 11 out of the 13 district and city governments in Jiangsu province have been born in the 1970s.
