At the same time, the meeting decided to hire academician Mei Hong of the Chinese Academy of Sciences as the president of Fuzhou Fuyao Institute of Advanced Research/Fuyao University of Science and Technology.

Cao Dewang stated that the decision of the first council to determine the future trend of Fuyao University of Science and Technology has profound significance. This university is a private and public aid institution, with construction funds funded by the He Ren Foundation and land provided by the Fuzhou High tech Zone. He established a component-based software middleware technology system and framework. Propose a component-based software development method ABC based on software architecture, which extends SA to the entire software lifecycle and effectively controls the complexity and consistency of system level structures.

At the beginning of this year, Cao Dewang responded to concerns from various sectors of society regarding Fuyao University of Science and Technology through the Public Welfare Times.

Cao Dewang stated in the article that the school adheres to the positioning of a research-oriented university in science and engineering, with seven colleges including Materials Science and Engineering, Computer Science and Technology, Machinery and Intelligent Manufacturing, Vehicles and Transportation, Environment and Ecology, Economics and Management, and Basic Education Department.

He stated that the school implements three-level management: the first level is the council, responsible for formulating strategic guidelines. The school committee under the council is responsible by the president, and its main task is to implement and deepen the organization and implementation of council resolutions. The principal oversees various departments and faculties, and accepts reports from their respective departments. Finally, the college serves as the executor of school policies and is fully authorized. The funding income of the school, whether horizontal or vertical, sinks to the college and is managed by the college and professors. The expenses of the school committee are disbursed under the support of the Heren Foundation.

In terms of funding sources, Cao Dewang introduced that Fuyao University of Science and Technology has established a scholarship and teaching fund to strive for financial independence. After obtaining registration approval from the Ministry of Education, the university will apply to the state for the Fuyao University of Science and Technology Scholarship and Teaching Foundation, which is a public fund for the purpose of supporting the school. It will accept donations from society, individuals, and enterprises to support the school and promote financial independence. The He Ren Charity Foundation will be responsible for providing 500 million yuan annually to the school, during the first decade after the university's establishment, with funds coming from the unused 10 billion yuan donated for infrastructure.

The campus infrastructure of Fuyao University of Science and Technology began in May 2022. The school plans to start building a school management team in the second quarter of 2023. After the school is approved, it will start enrollment and opening in 2024.
