College graduates are a precious talent resource for the country and a key group for ensuring employment and stability. In the long run, the employment of a large number of talents receiving higher education is conducive to further unleashing the talent dividend and accumulating momentum for future development. It should also be noted that in recent years, the number of college graduates has been continuously reaching new highs, and this year it will reach 11.58 million. At the same time, the demand for employment is more personalized and diversified. These practical factors have increased employment pressure.
The Political Bureau meeting of the Communist Party of China Central Committee held on April 28th emphasized the need to expand employment channels for college graduates. From a macro perspective, to solve the employment problem of college students, we must adhere to strengthening the employment priority orientation in promoting high-quality development, improving the employment driving force of economic growth, and continuously promoting the expansion and quality improvement of employment. From the current situation, we should seize the favorable opportunity for many college graduates to remain in school, further increase work efforts, improve the quality of employment services, better match the employment needs of graduates, and help them implement their employment prospects.
One of the important factors affecting the employment of college graduates is the efficiency of matching supply and demand information. For college graduates whose employment prospects have not yet been determined, it is necessary to combine various employment and entrepreneurship support policies to establish a ledger for them, accurately match positions based on educational qualifications and personal preferences, and make job search goals more specific. Not long ago, the Ministry of Education decided to launch the "100 day sprint" campaign for the employment of 2023 college graduates from May to August, requiring universities in various regions to accurately organize the "Visit Enterprises and Expand Jobs to Promote Employment" campaign; Vigorously guide college graduates to seek employment at the grassroots level, actively participate in grassroots service projects such as the "Special Post Plan", "Three Supports and One Assistance", and "Western Plan". Greater efforts should be made to expand channels and promote matching, effectively improving effectiveness, in order to achieve a two-way flow between college graduates and employers.
To help college graduates stabilize their employment path, it is necessary to improve the employment promotion mechanism and provide in-depth and meticulous guidance services for employment and entrepreneurship. On the one hand, we should strengthen continuous online employment services, establish a mechanism for collecting employment positions for college graduates, make good use of the national college student employment service platform, and continue to provide job information for graduates with employment intentions. On the other hand, we should focus on key groups and provide precise services such as "one person, one file" and "one person, one policy" for college graduates from poverty-stricken families, low-income families, zero employment families, as well as disabled college graduates and long-term unemployed college graduates. We need to weave a dense and secure employment security network, and provide public welfare job placement for graduates from special and difficult universities who are indeed difficult to find employment through market channels. At the same time, we will include unemployed college graduates who are willing to find employment in our service scope. In addition, efforts should be made to simplify and optimize job seeking and employment procedures as much as possible. Not long ago, five departments including the Organization Department of the Central Committee, the Ministry of Human Resources and Social Security, and the Ministry of Education issued a notice to cancel the employment registration certificate for college graduates starting from this year. To promote this work in a stable and orderly manner, we need to establish a destination registration system, clarify the transfer and connection of archives, and make a good transition to provide more convenience for the employment and entrepreneurship of college graduates.
