Notice on Temporary Traffic Management Measures during the Opening Ceremony of the 19th Asian Games in Hangzhou and the "One Day During Games" Exercise
The opening ceremony of the 19th Asian Games in Hangzhou, as well as comprehensive exercises such as "one day during the competition", will be held on August 29th and 30th, 2023. At that time, some roads in the urban area may experience traffic congestion. According to the relevant provisions of the Road Traffic Safety Law of the People's Republic of China, during the drill, the traffic management department of the public security organs will take temporary traffic management measures for some roads in different time periods and sections, and use the digital dedicated lanes for the Asian Games. The relevant matters are hereby announced as follows:
1、 Take temporary traffic control measures
During the opening ceremony drill from 15:00 to 23:00 on August 29, 2023, temporary traffic control measures will be taken for the following areas and roads depending on the situation:
All roads within the enclosed area of Guanlan Road, Minhe Road, Yingfeng Road, Feihong Road, Boao Road, Airport City Avenue, and Wentao Road, as well as the Boao Tunnel, are prohibited from motor vehicles except for exercise vehicles, residents in the area, and motor vehicles from units. Transit vehicles can detour through surrounding roads such as Airport City Avenue and Jianshe Fourth Road.
2、 Activate the digital dedicated lane for the Asian Games
During the opening ceremony on August 29 and 30, 2023, and the "One Day During the Games" exercise, digital traffic control technology will be used to dynamically activate the following 24 Asian Games digital dedicated lanes on roads based on the speed and density of the exercise vehicles:
Genxi Road, Xintang Road, Xinye Road, Fuchun Road, Huancheng North Road, Tianmushan Road, Wentao Road, Feihong Road, Dongxin Avenue, Puyan Road, Binwen Road, Qiantang Expressway, Guanlan Road, Boao Road, Hongning Road, Benjing Avenue, Shixin North Road, Shixin Middle Road, Donghu Elevated Road, Donghu South Road, People's Avenue, Airport Elevated Road, Rainbow Expressway, and Airport Highway.
Motor vehicles driving on the road must comply with the traffic regulations of the Asian Games digital dedicated lane:
When the Asian Games digital dedicated lane screen displays "Asian Games only for this period", only the following motor vehicles are allowed to pass:
Exercise vehicles;
Military vehicles, police vehicles, fire trucks, ambulances, and engineering rescue vehicles carrying out emergency tasks;
The Asian Games digital dedicated lane set up on the dedicated bus lane allows buses to pass through; Other sections of the Asian Games digital dedicated lane allow buses to use the Asian Games digital dedicated lane within a range of 50 meters before and after the station to enter, leave the bay style bus station, and stop at non bay style bus stations to pick up and drop off passengers;
The Asian Games digital exclusive lane set on the rightmost lane of the road allows social vehicles to turn right by borrowing the lane;
Social vehicles passing through borrowed lanes should pay attention to avoiding exercise vehicles and leave the Asian Games digital dedicated lane as soon as possible;
When the digital dedicated lane screen for the Asian Games displays "Borrowing of social vehicles allowed during this period", social vehicles are allowed to pass.
During the drill, there may be traffic congestion in some areas and roads, which will cause inconvenience to the public's travel. Citizens are advised to arrange their travel time and route in advance, and try to avoid peak hours in the morning and evening when driving. It is recommended that everyone adopt green travel methods such as buses, subways, and walking.
The traffic management department of the public security organs will timely release temporary traffic management measures and road condition information through navigation, radio, and other means. We kindly ask the public to understand and support us.
