This morning, two officials from Shanxi Province were simultaneously punished - the Shanxi Provincial Commission for Discipline Inspection and Supervision announced that Guo Jingang, former member of the Party Committee and Deputy General Manager of Shanxi Provincial State owned Capital Operation Co., Ltd., and Li Jinping, former Secretary and Director of the Party Group of Shanxi Provincial Development and Reform Commission, were both punished.
According to the notification of the two persons, Guo Jingang and Li Jinping were expelled from the Party according to the Regulations of the CPC on Disciplinary Actions, the Supervision Law of the People's Republic of China, the Law of the People's Republic of China on Administrative Sanctions for Public Officials and other relevant provisions, after being studied at the meetings of the Standing Committee of the Discipline Inspection Commission of Shanxi Province and the Standing Committee of the Provincial Party Committee, and reported to the meeting of the Standing Committee of the Central Commission for Discipline Inspection for deliberation and approval of the CPC Central Committee.
According to the "Shangguan River" investigation, this year, some officials who are subject to disciplinary action also need to report to the Central Committee of the Communist Party of China for approval. They are all members of the provincial party committee in their respective provinces.

Guo Jingang has served as the Deputy Secretary, Vice Chairman, and General Manager of the Party Committee, as well as the Secretary and Chairman of the Party Committee of Datong Coal Mine Group Co., Ltd; Secretary of the Party Committee and Chairman of Jinneng Holding Group Co., Ltd. In May 2022, appointed as a member of the Party Committee and Deputy General Manager of Shanxi Provincial State owned Capital Operation Co., Ltd. Guo Jingang is a member of the 12th Shanxi Provincial Committee of the CPC.
Today's report shows that Guo Jingang has lost his ideals and beliefs, abandoned his responsibilities and missions, failed to fulfill his main responsibility of comprehensively and strictly governing the Party, interfered with inspection work, opposed organizational review, and engaged in superstitious activities; Ignoring the spirit of the eight point regulations of the central government, conducting research and inspections to show off, illegally accepting gifts and cash, and illegally equipping and using office and official vehicles; Violation of organizational principles, personal decisions on major matters, failure to report personal matters in accordance with regulations, failure to truthfully explain issues during organizational conversations and inquiries, violation of regulations to seek benefits for relatives and others in terms of job adjustments and promotions, and unauthorized travel abroad for personal gain; Informed and uncorrected relatives who did not actually work to obtain compensation, and used their power to seek benefits for the staff around them; Inappropriate performance of job responsibilities and primary leadership responsibility for the company's illegal acquisition of equity; Illegally handling and using false household registration; Taking advantage of one's position to seek benefits for others in engineering contracting, job promotion, etc., and illegally accepting huge amounts of property; Misappropriation of public funds, with a huge amount.
Li Jinping, male, Han nationality, born in July 1964 in Lingshi, Shanxi Province, who was also "double opened" with Guo Jingang, has an on-the-job doctoral degree. He joined the CPC in July 1995 and started working in July 1987. Li Jinping, who was investigated on August 12th last year, has served as the Secretary and Chairman of the Party Committee of Shanxi Lu'an Mining Co., Ltd., the Secretary and Director of the Party Group of Shanxi Provincial Department of Industry and Information Technology, and the Secretary of the Party Working Committee and Director of the Management Committee of Shanxi Transformation Comprehensive Reform Demonstration Zone. In September 2021, he was appointed as the First Deputy Director of the Office of the Finance and Economics Committee of the Shanxi Provincial Party Committee, as well as the Secretary and Director of the Party Group of the Shanxi Provincial Development and Reform Commission. Li Jinping is a member of the 12th Shanxi Provincial Committee of the CPC.

On April 12th, the Jiangxi Provincial Commission for Discipline Inspection and Supervision announced that Wan Kai, former deputy secretary of the Ganzhou Municipal Party Committee and former mayor of Jiangxi Province, had been expelled from the Party and held public office. According to the public resume, Wan Kai, male, Han nationality, born in Nanchang County, Jiangxi Province in September 1973, who was investigated on May 9 last year, joined the CPC in September 1999 and started work in September 1994.
Wan Kai has served in Nanchang for a long time, serving as the Deputy Secretary of the Political and Legal Committee of the Nanchang Municipal Party Committee and the Director of the Municipal Stability Maintenance Office; Jinxian County Magistrate and County Party Secretary; Members of the Party Group and other positions of the People's Government of Nanchang City. From November 2016 to August 2019, served as the Deputy Mayor of Fuzhou City and Director of the Municipal Public Security Bureau; From August 2019 to December 2021, he served as a member of the Party Committee, Deputy Director, Deputy Secretary of the Party Committee, and Executive Deputy Director of the Jiangxi Provincial Public Security Department; From December 2021 to January 2022, served as the Deputy Secretary of the Ganzhou Municipal Party Committee and was nominated as a candidate for the mayor of Ganzhou City; From January 2022 to May 2022, served as the Mayor of Ganzhou City. Wan Kai is a member of the 15th Jiangxi Provincial Committee of the CPC.
