Guangming Daily, Beijing, July 10th (Xinhua) - The National Medical Insurance Bureau released the "Statistical Bulletin on the Development of National Medical Security in 2022", which showed that as of the end of 2022, the number of people participating in basic medical insurance in China was 1345.92 million, and the participation rate remained stable at over 95%.
According to the Gazette, in 2022, the current balance of the National Basic Medical Insurance Fund was 632.493 billion yuan, with a cumulative balance of 4263.989 billion yuan. Employees who participated in employee medical insurance enjoyed 2.104 billion benefits, an increase of 3.1% compared to the previous year. The hospitalization rate of employees covered by medical insurance was 17.6%, an increase of 0.6 percentage points from the previous year.
According to the Gazette, in 2022, the income of the basic medical insurance fund for urban and rural residents was 1012.89 billion yuan, and the expenditure was 935.344 billion yuan, an increase of 4.2% and 0.6% respectively compared to the previous year. The current balance of the resident medical insurance fund is 77.546 billion yuan, with a cumulative balance of 753.413 billion yuan. Residents who participated in the resident medical insurance enjoyed 2.157 billion benefits, an increase of 3.7% compared to the previous year. Among them, there were 1.7 billion ordinary outpatient and emergency visits, an increase of 1% compared to the previous year; 297 million outpatient cases of chronic diseases, an increase of 21.7% compared to the previous year; 160 million hospitalizations, an increase of 4.2% compared to the previous year.
In terms of seeking medical treatment in different places, according to the "Bulletin", in 2022, 72.99 million insured employees of employee medical insurance sought medical treatment in different places, with a total cost of 193.1 billion yuan; 37.51 million resident medical insurance insured individuals seek medical treatment in different locations, with a total cost of 328.5 billion yuan.
It is worth noting that the scope of direct settlement for cross provincial and cross regional medical treatment has been further expanded, with 62700 and 88700 designated medical institutions connected across provinces for inpatient and outpatient expenses, and 226200 designated retail pharmacies connected across provinces. Each county has at least one designated medical institution that can provide cross provincial direct settlement services for medical expenses, including outpatient expenses. In 2022, the hospitalization expenses were directly settled across provinces for 5.6879 million people, reducing the advance payment of 76.233 billion yuan for insured individuals; Outpatient expenses were directly settled across provinces for 32.4356 million people, reducing advance payments of 4.685 billion yuan for insured individuals.
In terms of medical assistance, the Bulletin shows that in 2022, the national medical assistance expenditure was 62.6 billion yuan, and the medical assistance fund supported 81.86 million people to participate in basic medical insurance. Outpatient and inpatient assistance was implemented for 118.29 million people, with the national average of 1226 yuan and 84 yuan for inpatient and outpatient assistance, respectively. In that year, the central government allocated 31.1 billion yuan in medical assistance subsidies, an increase of 4% compared to the previous year.
In addition, in 2022, the participation rate of low-income rural population included in the national monitoring scope remained stable at over 99%. Various comprehensive medical insurance assistance policies have benefited 145 million low-income rural residents in seeking medical treatment, reducing the burden of medical expenses for low-income rural residents by 148.7 billion yuan.
