According to the "Leadership Message Board" of People's Daily Online, in response to complaints from netizens about "disturbing the public by raising roosters and other animals in kindergartens," the official response from Jinfeng District, Yinchuan City, Ningxia recently stated that the situation is true, the roosters have been slaughtered, and the education department has stipulated that kindergartens must have a breeding area, and on-site enforcement requires that animals with loud noises are not allowed to be raised in the future.
On July 3rd, this netizen left a message on the "Leadership Message Board" of People's Daily, complaining to the mayor of Yinchuan City about the disturbance caused by animal husbandry in kindergartens. It is said that there has been animal husbandry in the southeast corner of the North * * * Kindergarten in Jinfeng District. It is now summer and the smell is strong, and the nearby residential building can always smell the smell. Previously, there were sheep, rabbits, pigeons, etc., but now a few roosters have been brought in, crowing day and night, seriously affecting the normal rest of nearby residential building owners. We hope that the relevant departments can resolve this matter, rather than continuing to raise them after less than half a month of enforcement.
On July 10th, Jinfeng District of Yinchuan City replied that after receiving the demands of citizens, the Huanghe East Road Street Office of Jinfeng District, Tongfu Jiayuan Community staff visited the kindergarten in Jinfeng District of Yinchuan City on the morning of July 5th for on-site inspection. After verification, the complainant reported that the situation of raising animals in the kindergarten was true.
On the afternoon of July 5th, Tongfu Community and Jinfeng District Comprehensive Law Enforcement Bureau conducted an on-site inspection and found that the kindergarten raised four types of animals: pigeons, rabbits, ducks, and sheep. The roosters raised in the kindergarten were slaughtered on June 28th, 2023.
Community workers and staff from the comprehensive law enforcement bureau conducted a close-up survey and found that a slight odor could be smelled within one meter of the breeding area on that day, while there was basically no odor one meter away.
The staff and kindergarten manager understand that raising animals in the kindergarten is for teaching purposes, to help children understand and observe. The kindergarten manager also provided a document from the Education Bureau, which states "Article 2-1-2 of the Kindergarten Construction Standards" and requires the kindergarten to have a breeding area in the "Composition of Construction Land" section.

Kindergartens must have strict hygiene requirements for animal areas, maintain a clean and tidy feeding area, and promptly clean up animal feces to ensure no odor.
