On June 28th, the Foreign Relations Law of the People's Republic of China was passed by the third meeting of the Standing Committee of the 14th National People's Congress and officially implemented from July 1st.
This is the first fundamental, programmatic, and comprehensive foreign relations law of the People's Republic of China. It is an important achievement in improving the foreign-related legal system and enhancing the level of rule of law in foreign work. It is also an important milestone in the legislation of foreign relations in the People's Republic of China.
Some people in the West believe that China's diplomacy is "aggressive". On the contrary, this Foreign Relations Law presents a different picture, emphasizing China's adherence to an independent and peaceful foreign policy, the Five Principles of Peaceful Coexistence, the path of peaceful development, the basic national policy of opening up to the outside world, and the strategy of mutual benefit and win-win opening up.
This law presents a broad global perspective, committing to "promoting coordination and positive interaction among major powers", developing relations with neighboring countries in accordance with the concept of friendship, sincerity, mutual benefit, and inclusiveness, and the principle of being good to neighbors and partners, adhering to the promotion of high-level opening up to the outside world, promoting the construction of an open world economy, maintaining the international system with the United Nations as the core, maintaining the international order based on international law, upholding the basic norms of international relations based on the purposes and principles of the United Nations Charter, and promoting the common values of "peace, development, fairness, justice, democracy, and freedom" for all mankind.
Of course, the Foreign Relations Law also explicitly stipulates that China has the right to take corresponding countermeasures and restrictive measures against acts that violate international law and basic norms of international relations, endanger China's sovereignty, security, and development interests. Some external observers seem to be particularly concerned about this, even interpreting the entire law as a "legal toolbox" for the Chinese government to expand its countermeasures against foreign hostility. In fact, this new law is a comprehensive legislation and the first fundamental law that focuses on elaborating China's major foreign policies, principles, positions, and institutional system, and making overall provisions for China's development of foreign relations. This law stipulates that China promotes the implementation of the Global Development Initiative, Global Security Initiative, and Global Civilization Initiative, adheres to the global governance concept of consultation, construction, and sharing, participates in the formulation of international rules, promotes the democratization of international relations, and promotes economic globalization towards openness, inclusiveness, inclusiveness, balance, and win-win.
