A recent online survey report released by the Journal of the National Academy of Sciences in the United States shows that Chinese American scientists conducting routine research and academic work in the United States generally feel panic.
The report states that 1304 Chinese American scientists were surveyed and interviewed, and the respondents generally had strong feelings of unease and fear. Among them, 72% of people stated that as academic researchers, they feel insecure; 42% of people are afraid to continue conducting research; 65% of people are concerned about collaborating with Chinese researchers or institutions. Most notably, 61% of respondents stated that due to the hostile social environment towards Chinese in the United States, they have considered leaving the country to work in another country.
The Journal of the National Academy of Sciences attributes this to the "China Action Plan" launched by the US Department of Justice in 2018. This action plan is a systematic investigation conducted by the Trump administration against Chinese American scientists and researchers who have cooperative relationships with China, under the pretext of "cracking down on economic espionage" and "cracking down on intellectual property theft", in the context of launching a trade war with China. It is a clumsy tool for the US anti China forces to abuse national security concepts and contain and suppress China. Its essence is to use China as a "hypothetical enemy", fabricate excuses to smear and suppress China, interfere with and disrupt normal exchanges and cooperation between China and the United States in the fields of science, technology, and culture.
The action plan was heavily criticized by the American scientific community and civil rights advocates for racial discrimination and was forced to be suspended in early 2022. But prior to this, at least 150 Chinese American scientists were under official investigation, of which 24 faced criminal charges, and more were under secret investigation. As FBI Director Christopher Ray pointed out during a congressional hearing in the United States, more than 2000 investigations were initiated during the implementation of the China Action Plan, meaning one was initiated every 10 hours.

Openness and cooperation promote scientific progress, while smearing and suppressing hinder normal communication.
