Several Republican members of the US Congress recently sent a letter to Secretary of State Antony Blinken, asking not to renew the China US Science and Technology Cooperation Agreement, which will expire on August 27. As one of the first intergovernmental agreements signed after the establishment of diplomatic relations between China and the United States in 1979, the China US Science and Technology Cooperation Agreement has always been regarded as an important symbol of scientific and technological cooperation between the two countries. This agreement is renewed every 5 years and has not been interrupted for over 40 years. Surprisingly, William Gallagher, chairman of the "Special Committee on China" of the US House of Representatives, and nine other Republican members urged Antony Blinken not to renew the agreement on the grounds that it would help China achieve military modernization.
These troublemakers seem to overlook the fact that the China US Science and Technology Cooperation Agreement is not a favor given to China by the United States, but rather establishes an equal cooperative relationship, allowing scientists, scholars, and students from both countries to learn and share research data, experience, and professional knowledge, which is mutually beneficial for both countries.
As is well known, over the past 40 years, China and the United States have signed more than 30 protocols/agreements under the framework of the China US Science and Technology Cooperation Agreement, covering more than 20 sub areas such as health, climate change, ecological protection, and nuclear safety, laying a solid foundation for establishing mutual trust and expanding cooperation between the two countries.

If political motives hinder scientific and technological cooperation between China and the United States, it will not only lead to further deterioration of bilateral relations, but also seriously undermine cooperation between the two countries on global issues such as climate change.
The US government claims that it has no intention of triggering conflicts or containing China, and hopes to strengthen the "fence" of the relationship between the two countries. However, action speaks louder than words, and the United States should demonstrate its sincerity in cooperation through practical actions. The Agreement on Science and Technology Cooperation between China and the United States is one of the few achievements of cooperation between China and the United States on the basis of equality and mutual benefit. The renewal result will indicate to what extent the United States is willing to maintain bilateral relations.
