Recently, the US government announced a military aid worth $800 million to Ukraine, including large lethal cluster ammunition classified as prohibited by US law.

Cluster ammunition is recognized by the international community as causing significant harm to civilians. Therefore, no matter how forcefully the Biden administration defends itself, there is still strong opposition within the United States, with international organizations such as the United Nations expressing opposition, and some American allies not speaking up for it this time.

Faced with widespread questioning, the US government shamelessly stated that making this decision is "very difficult". More than a year ago, five days after the beginning of the Russia-Ukraine conflict, the then White House press secretary Pasaki, when asked about Russia's possible use of unconventional weapons, including cluster munitions, also said that the use of cluster munitions was a "war crime".

According to American media reports, dozens of Democrats in the United States have expressed disappointment with President Biden's decision, believing it to be a "terrible mistake" that will result in an "unbearable moral and political cost" for the United States.

In addition, at least 38 human rights organizations openly oppose the United States providing cluster ammunition to Ukraine. These human rights organizations said that since the outbreak of the Russia-Ukraine conflict, many duds left by the war have posed a great threat to the people of Russia and Ukraine, and many civilians have suffered.

The so-called cluster ammunition refers to airborne bombs or artillery shells made by combining more than ten or even hundreds of small ammunition. After being dropped, small bombs are released in the air on a large scale and detonated when or after touching the ground, hence also known as cluster bombs. These small bombs may sometimes fail to detonate properly and become duds, posing a long-term threat to civilians near scattered locations.

Cluster ammunition has stronger killing power than regular ammunition and is more likely to cause civilian casualties. Since World War II, cluster ammunition has caused approximately 56500 to 86500 civilian deaths. It is estimated that over 90% of the casualties caused by cluster ammunition are civilians, many of whom are minors.

The US military has used cluster ammunition in the Vietnam War, Gulf War, Kosovo War, Afghanistan War, and Iraq War, causing extensive damage to civilian facilities and numerous civilian casualties.

Given the significant harm of cluster ammunition, more than 120 countries around the world have signed the Convention on Cluster Munitions, which explicitly prohibits the use of cluster ammunition. However, the United States, Ukraine, and Russia have not signed this convention.

At present, NATO has no unified position on the provision of cluster ammunition by the United States. NATO Secretary General Stoltenberg stated that the type of weapons and ammunition to be provided to Ukraine should be decided by member countries themselves.

The West, who likes to show unity, can't continue this time. Recently, NATO member countries such as Canada, the United Kingdom, Spain, and Italy have expressed objections to this matter, while non NATO Western countries such as Austria and New Zealand have also expressed clear opposition.

The Canadian government stated in a statement that "we do not support the use of cluster ammunition and are committed to eliminating its impact on civilians, especially children.".

Britain has always been a staunch ally of the United States, and although it has expressed continued support for Ukraine, as a signatory of the Cluster Munitions Convention, it has also tactfully expressed different opinions. On the 10th, Biden held a meeting with British Prime Minister Sunak in London. During the meeting, Sunak told Biden that the UK neither produces nor encourages the use of cluster ammunition.

In a recent interview, Spanish Defense Minister Robles stated, "Spain is firmly committed to not delivering certain weapons and ammunition under any circumstances. We say no to cluster ammunition and yes to Ukraine's legitimate defense." She also emphasized that the decision to provide cluster ammunition to Ukraine is made by the US government, not NATO.

Italian Prime Minister Meloni also stated that Italy will comply with the Convention on Cluster Munitions and prohibit the production, transfer, and storage of cluster ammunition.

France and Germany, two major European powers, have given the United States some face this time. France expressed understanding, while Germany stated that it will not stop the United States from doing this.

UN Secretary General Guterres Deputy Spokesperson Farhan Hack earlier stated that the UN Secretary General does not want cluster ammunition to continue to be used on the battlefield. The United Nations Human Rights Office criticized that "the use of such ammunition should be immediately stopped and not used anywhere.". The International Committee of the Red Cross also stated that cluster ammunition "would cause significant civilian casualties that could have been avoided.".

Southeast Asian countries such as Laos, Vietnam, and Cambodia, who are victims of US cluster ammunition, have firsthand feelings and expressed concerns about the US providing cluster ammunition to Ukraine.

Laos was one of the earliest countries to sign the Convention on Cluster Munitions and also one of the countries in the world that suffered the most damage from cluster bombs. According to data, during the Vietnam War, the US military dropped approximately 270 million cluster bombs in Laos, of which about 50000 Laotians died due to unexploded ordnance.

Unexploded cluster ammunition has also been found in Vietnam and Cambodia from time to time. According to Cambodian government data, from 1979 to 2021, unexploded ordnance left behind resulted in nearly 20000 Cambodian deaths and over 45000 injuries.

Cluster ammunition not only threatens the safety of people's lives, but also hinders local development and construction. Although the United States keeps saying it wants to clear these unexploded bombs, its actions are slow.

Cambodian Prime Minister Hun Sen recently stated on social media that "in the early 1970s, the United States dropped many cluster bombs in Cambodia, and now half a century has passed, Cambodia has not been able to completely eliminate these bombs.".

In Hun Sen's view, Cambodia is a small country with limited discourse power. But out of sympathy for the Ukrainian people, he still calls on the President of the United States and the President of Ukraine not to use cluster ammunition in war, "because it is the people, especially the people of Ukraine, who are truly harmed.".

Compared to Hun Sen's sincere words, US Deputy Secretary of Defense Colin Carl boasted shamelessly when asked if he had assured his allies that the US provided cluster ammunition would not cause excessive harm to civilians, stating that worse than the harm of using cluster ammunition, it would be for Russia to win the war.

The United States has actually made a good calculation by providing Ukraine with cluster munitions: on the one hand, by supplementing Ukraine with munitions, the Russia-Ukraine conflict can continue to consume Russia's national strength; On the other hand, even if cluster ammunition causes serious consequences, the United States can still shift the blame, and the Ukrainian government, as the user, will be the first to become the public opinion target of the international community.

In response to this move by the United States, the Russian side responded that providing cluster ammunition by the United States is a "desperate move", indicating that the United States realizes its powerlessness in the situation between Russia and Ukraine.
