Recalling August 1st, when I transferred 20 trapped people with two colleagues, Gao Meng, the head of JD Express's Taoyuan branch in Zhuozhou, felt fortunate.
At around 9am on August 1st, Gao Meng, along with colleagues Cai Xinglong and Guo Fei, drove through a low-lying section of Fanyang West Road. They drove for less than a hundred meters without passing the tires due to accumulated water, making it difficult to move forward. At the same time, the three people found that the water in the middle of the road not far away was not more than half the height of the person, and the water quality was turbid and the road conditions were not clear. Nearly ten people were trapped at the intersection of the street on the other side of the road and were waving for help.
Regarding the reason for the crowd being trapped, Gao Meng explained, "They are not familiar with the situation on that section of the road, so they dare not wade through the water on their own. However, that is our usual delivery area, and we all know how many large pits and manhole covers there are on that section of the road."
Considering that the rain had decreased and the vehicle was loaded with the station's reserve kayaks and life jackets, Gao Meng and his companions decided to get off the car and help. After changing the number of raincoats, three people dragged onto a kayak, put on life jackets, and waded towards the opposite bank. "The deeper you go in the middle of the road, the more you walk, almost half of your body is soaked in water."
After arriving on the other side, the three of them found that most of them were women trapped, and there was also an old lady with an infusion tube inserted. Her son and wife helped her hold a hanging bottle and support her on the side. "The elderly woman is in her 70s and is in a hurry to go to the hospital across the road for medical treatment. We must help with this." The three of them prioritized sending the elderly woman and her husband onto a kayak.
There is more than one person trapped on the other side, and the three people will divide their work to transport all the trapped people along the way to the other side. After nearly 10 rounds, more than 20 trapped individuals along the way were all transferred to a safe area across the road. The entire rescue process lasted nearly two hours, and Gao Meng recalled, "Everyone was very grateful, and no one was injured. When we helped, we didn't have much thought, but happened to pass by and give a hand. I hope everyone is safe."
When asked if he was afraid when rescuing someone, Gao Meng said, "I'm not very good at swimming, but my two colleagues, Xiao Cai and Fei Ge, are both very good at water. Although we don't have professional rescue experience, we are very familiar with the road conditions in that area, so we can ensure that our route is safe. We must ensure that we are safe before starting the rescue."
Gao Meng told a reporter from First Financial that he and his colleagues did not carry out any delivery work after the red warning in Zhuozhou required working from home. After rescuing the trapped people on August 1st, he and two other colleagues stayed at a nearby friend's house due to the high water level in the surrounding area. On August 2nd, they were transferred to a hotel with their family arranged by the company. The hotel had prepared water, food, and other security supplies. Gao Meng stated that he is currently in good condition, "Eating and other activities are all arranged at the hotel, and the company will provide centralized arrangements."
At present, the flood control situation in Zhuozhou, Hebei Province is severe due to continuous heavy rainfall and upstream flood crossing. Local authorities have successively launched the Xiaoqinghe Flood Diversion Area and the Langouwa Flood Storage and Detention Area, transferring over 100000 people. According to the person in charge of JD Logistics, after the red alert was issued, the company has set up transfer routes and hotels for employees in the relevant areas, prepared various supplies such as drinking water, food, clothing, and prepared medicines such as cold dispelling ginger soup and cold powder.
In addition, JD Logistics urgently deployed the "Jingyan" JDX-50 series logistics drones to assist Zhuozhou and participate in the rescue work under the arrangement of the local government.
