Wang Jiahui, born in 1957, was originally a deputy district level inspector in Hunnan District, Shenyang City. He also served as the deputy director of the Comprehensive Construction Department of the Hunnan New City Construction Work Leading Group Office in Shenyang City. He had previously served as the director of the Public Utilities Management Bureau in Dongling District, Shenyang City and the director of the Water Resources Bureau in Dongling District, Shenyang City.

On December 9, 2015, Wang Jiahui was placed under residential surveillance on suspicion of bribery. He was criminally detained on December 14 of the same year and arrested on December 29 of the same year. According to the second instance criminal ruling on the crime of bribery made by the Shenyang Intermediate People's Court on June 22, 2017, on December 29, 2016, the Hunnan District Court in Shenyang sentenced Wang Jiahui to six years and six months in prison for the crime of bribery.

The Hunnan District Court found in the first instance that the defendant Wang Jiahui, while serving as the Director of the Public Affairs Management Bureau of Hunnan New Area in Shenyang and the Deputy Director of the Comprehensive Construction Department of the Hunnan New City Development and Construction Office, illegally accepted other people's property and sought benefits for them, taking advantage of his position, with a total amount of 2.1 million yuan in bribes.

After the first instance verdict, the Wang family will be dissatisfied and file an appeal. At the same time, the public prosecution in the first instance, the Hunnan District Procuratorate of Shenyang City, also filed a protest, and the Shenyang Procuratorate supported the protest.

After the trial by the Shenyang Intermediate People's Court, it was found that the appeal grounds and defense opinions raised by the appellant Wang Jiahui and his defense counsel regarding the Wang Jiahui's loan of 800000 yuan from Liu to purchase a house were private loans and did not constitute a crime. After investigation, it was found that Wang Jiahui had confessed during the investigation stage that the purpose of issuing a promissory note to Liu was to evade investigation. This confession is consistent with the testimony of witness Liu, and Wang Jiahui received a transfer of 800000 yuan from Liu until three years after the incident. During this period, he did not express any intention or behavior to repay. Based on the fact that he had used his position to help Liu obtain relevant projects, it can be determined that Wang Jiahui's acceptance of 800000 yuan from Liu is closely related to his authority, and his behavior should be recognized as bribery, and it is a solicitation of bribes. Therefore, the appeal grounds and defense opinions are not accepted.

The original judgment raised by the protest authority did not determine that the appellant Wang Jiahui received RMB 400000 from Chen and RMB 350000 from Liu for soliciting bribes, which was due to an erroneous determination of the facts and resulted in an excessively lenient sentencing. The Shenyang Intermediate People's Court believes that the evidence presented by the original prosecution accusing the fact that the Wang family would demand bribes in this section has not reached a certain and sufficient level. The original judgment did not determine that the fact that this section is soliciting bribes is not inappropriate, so the objection opinion is not accepted.

On June 22, 2017, the Shenyang Intermediate People's Court ruled to dismiss the appeal and protest.

After the above second instance ruling takes effect, the Wang family will be imprisoned and serve their sentence. The Heping District Court believes that the defendants Wang Jiahui and Liu Tiewei, as state officials, took advantage of their positions to illegally accept property from others and seek benefits for them, with a huge amount of money involved. The actions of the two defendants have constituted the crime of bribery. The prosecution's charges are established.

The defense opinion regarding the defense of the defendant Wang Jiahui's accusation in the indictment that the defendant Wang Jiahui's criminal behavior is a crime of omission and should be punished together with several previous crimes. After investigation, it was found that when the supervisory authority filed the case, the defendant Wang's pre meeting crime had already been executed, which did not comply with the provisions of combined punishment for multiple crimes.
