At around 2am on August 7th, Cao Yi, who was working in Jiangsu, received a call from the Xingzi Police Station in Shuangfeng County, Loudi City, Hunan Province, his hometown, stating that his 32 year old wife, Chen, drowned and had been taken to a funeral home, asking him to go and identify the body. Cao Yi's hometown is located in Shiba Village, Xingzipu Town, Shuangfeng County. After receiving a call from the police, he called his wife's second sister Chen Lin. Anxious Chen Lin immediately went to the dam of the Xikou Reservoir where the incident occurred to inspect, only seeing his sister's motorcycle.

Cao Yi claimed that after his wife drowned while swimming in Xikou Reservoir on the evening of August 6th, three officials from Xingzipu Town who arrived with his wife to swim in Xikou Reservoir drove away and threw Chen's mobile phone and motorcycle keys into the river. "They made an appointment to go swimming, only Liu Yong and Chen went into the water, while the other two were on the shore." On August 10th, Zhu Xiaotao, the mayor of Xingzipu Town, introduced to upstream news reporters.

On the morning of the 10th, staff from Xingzi Police Station introduced that the Shuangfeng County Public Security Bureau is currently investigating the incident.

A 132 year old woman drowned while swimming in a reservoir with town officials

Chen, 32 years old, has 3 sisters in total, ranking third. He married his husband Cao Yi in 2011 and has 1 daughter.

Cao Yi said that he previously worked in Zhongshan, Guangdong. This year, if he wanted to earn more money, he went to work on construction sites and traveled between Guangdong and Jiangsu. The last time he went out was on June 25th, and to his surprise, he returned home again due to news of his wife's drowning.

Cao Yi said that at around 18:00 on August 6th, Liu Yong, a cadre of Xingzipu Town, called his wife Chen to go swimming in Xikou Reservoir. At 8:08 pm that evening, Chen rode a motorcycle to the sewage station and parked it. Three officials from Xingzipu Town Government, including Liu Yong, Wang Wen, and Yi Wu, drove an off-road vehicle to take Chen to Xikou Reservoir for swimming.

Chen Lin, the second sister of Chen, said that according to her understanding, when her sister went out on the night of the incident, she told her mother-in-law that she and her daughter's classmate's mother were going swimming. The day before the incident, Chen once swam with his second sister and her two children in the Xikou Reservoir. "They go swimming, I'm afraid of getting into the water."

Cao Yi stated in the report letter that after Chen drowned, Liu Yong and three others did not actively take rescue measures, nor did they call 110 immediately. Instead, they took Chen's phone and motorcycle keys, ran to the sewage station, rode the motorcycle to the accident site, and finally drove away. Afterwards, the owner of a local restaurant called the police, but this missed the best time for rescue.

Cao Yi claimed that Liu Mouyong once served as a member of the Xingzipu Town Expressway Command Headquarters, Wang Mouwen was the head of the Xingzipu Town Sewage Station, and Yi Mouwu was the head of the Xingzipu Town Immigration Station.

Chen Lin introduced that on the morning of August 9th at 10 o'clock, at the request of the family, Liu Yong, Wang Wen, and Yi Wu met with her and her elder sister at the Xingzi Police Station. "Liu Mouyong said it was completely an accident. I asked him why he created a false impression and threw my sister's phone and car keys into the river. He said he was in a panic," Chen Lin said.

Chen Lin said that Liu Yong claimed to have met Chen because last year the water well at Chen's house was contaminated due to highway construction. Later, it was discovered that Liu Yong's child and Chen's daughter were classmates.

Liu's wife told Upstream News reporters over the phone that on the day of the incident, it was Chen who took the initiative to invite his husband Liu to swim, rather than Liu who took the initiative to do so.

"They made an appointment to go swimming, but only Liu Yong got into the water and the other two were on the shore." On the morning of the 10th, Zhu Xiaotao, the mayor of Xingzipu Town, told upstream news reporters that the town government and police station intervened in the investigation immediately after the incident. According to his understanding, Chen and Liu Yong had made an appointment to go swimming. "She rode her own motorcycle over and then got on to Xikou."

Zhu Xiaotao introduced that at the time of the incident, more than 20 villagers were cooling off on the shore, and Chen had been swimming for two days before the incident, so he didn't know how to swim. The reason why Liu and others created a false impression after the incident was "because they were panicked."

The staff of Xingzi Police Station introduced that they have made written records of three individuals, including Liu Mouyong, Wang Mouwen, and Yi Mouwu. Currently, the Shuangfeng County Public Security Bureau has intervened in the investigation.

Cao Yi introduced that on August 9th, the Shuangfeng County Public Security Bureau conducted an autopsy on Chen, and the basic conclusion was that he met the characteristics of drowning. A formal conclusion will be given in the next two days.

At present, Cao Yi has submitted the report letter to the Discipline Inspection Commission and Supervision Commission of Shuangfeng County.
