The third meeting of the 14th National People's Congress Standing Committee voted on June 28 to establish the National People's Congress Standing Committee Representative Working Committee.
The 20th National Congress of the Communist Party of China made important arrangements for deepening the reform of party and state institutions, and the Second Plenary Session of the 20th Central Committee of the Communist Party of China reviewed and approved the Plan for the Reform of Party and State Institutions. Deepening the institutional reform of the National People's Congress is an important task of the Party and state institutional reform, with a focus on establishing the Representative Work Committee of the Standing Committee of the National People's Congress.
The Working Committee of the Standing Committee of the National People's Congress is the working body of the Standing Committee of the National People's Congress. Its main responsibilities are:
Responsible for the allocation of quotas, qualification review, and liaison services for National People's Congress deputies;
Undertake centralized inspections by representatives, specialized research, contact with the masses, formulate relevant systems, and guide coordination work;
Responsible for the overall management of proposals and suggestions by National People's Congress deputies;
Responsible for supervising and managing the performance of National People's Congress deputies;
Responsible for the overall planning and management of the learning and training of National People's Congress deputies;
Guide the work of representatives to the Standing Committee of Provincial People's Congress;
Undertake the specific work of the Qualification Review Committee of the Standing Committee of the National People's Congress;
Undertake other tasks assigned by the Standing Committee of the National People's Congress.
On June 28th, the Third Meeting of the Standing Committee of the 14th National People's Congress passed:
Appoint Guo Zhenhua as the Chairman of the Representative Working Committee of the Standing Committee of the National People's Congress.
Appoint Fu Wenjie and Kong Ling as the Vice Chairmen of the Working Committee of the Standing Committee of the National People's Congress.
Guo Zhenhua, who took office this time, previously served as the Deputy Secretary General of the Standing Committee of the National People's Congress
Fu Wenjie previously served as the Director of the Liaison Bureau of the Office of the Standing Committee of the National People's Congress
Kong Ling previously served as the Director of the Compensation Office of the Supreme People's Court
According to public information, Guo Zhenhua, male, Han ethnicity, born in August 1968 in Taojiang, Hunan, is a member of the Communist Party of China. Currently a member of the Standing Committee of the 14th National People's Congress, Deputy Secretary General, Chairman of the Representative Work Committee, Vice Chairman of the Representative Qualification Review Committee, and member of the National People's Congress Ethnic Affairs Committee.
Public information shows that Kong Ling is from Liaocheng, Shandong Province, a member of the Communist Party of China. She was born in October 1975 and started working in July 2000. She holds a postgraduate degree and holds a Doctor of Law degree.
Kong Ling was appointed as the Director of the Organization and Personnel Department of the Supreme People's Political Department in 2014. In December 2018, she was appointed as the Deputy Director of the Supreme People's Political Department, Deputy Secretary of the Party Group of the Fourth Circuit Court, and Deputy Chief Justice. In May 2021, Kong Ling was appointed as the Director of the Supreme Court Compensation Office.
Kong Ling is the youngest daughter of Comrade Kong Fansen.
Kong Fansen, male, Han ethnicity, a member of the Communist Party of China, was born in July 1944 and passed away in November 1994. He is from Liaocheng, Shandong. Former Secretary of Ali Prefecture Committee of the Xizang Autonomous Region and former Chairman of the CPPCC. Since 1979, he has worked twice in Tibet, serving the people diligently and promoting local economic and social development as well as ethnic unity. After Kong Fansen's second aid to Tibet was completed at the end of 1992, he was appointed as the Secretary of the Ali Regional Committee. He sacrificed himself on duty during his inspection in 1994. In order to understand the situation and explore ways to lead the masses out of poverty and become rich, he traveled to 98 out of 106 townships in the region, covering a distance of over 80000 kilometers, and formed a deep friendship with the Tibetan people. He was known as the "Lei Feng of the new era" and the "Jiao Yulu of the 1990s".
