Today, the Wuhan Intermediate People's Court in Hubei Province held a public trial of the bribery case of Zhang Jinghua, former deputy secretary of the Jiangsu Provincial Party Committee.
Zhang Jinghua was charged with bribery of over 49.84 million yuan in the first instance.

According to the open resume, Zhang Jinghua, male, Han nationality, was born in July 1962 in Taizhou, Jiangsu Province, with a university degree and a bachelor's degree in economics. He joined the CPC in June 1985 and started working in August 1985. Zhang Jinghua, who has been serving in Jiangsu Province for a long time, has held positions such as Deputy Secretary General of the Jiangsu Provincial Government, Director of the Jiangsu Provincial Department of Environmental Protection, Mayor of Xuzhou City, and Secretary of the Zhenjiang Municipal Party Committee. In March 2013, Zhang Jinghua was appointed as a member of the Party Group and Secretary General of the Jiangsu Provincial Government, and later served as the Deputy Governor of Jiangsu Province and a member of the Party Group of the Provincial Government. In July 2017, he was appointed as a member of the Standing Committee of the Jiangsu Provincial Party Committee and Secretary of the Nanjing Municipal Party Committee. In February 2021, Zhang Jinghua was promoted to the position of Deputy Secretary of the Jiangsu Provincial Party Committee. On November 20th of the same year, the Organization Department of the Jiangsu Provincial Party Committee announced that Zhang Jinghua was appointed as the Deputy Secretary of the Party Group of the Jiangsu Provincial Political Consultative Conference. On the evening of December 1st, 11 days later, Zhang Jinghua fell from his horse. Zhang Jinghua is an alternate member of the 19th Central Committee.
On May 30th last year, Zhang Jinghua was "double opened". The Central Commission for Discipline Inspection pointed out that they have lost their ideals and beliefs, abandoned their original aspirations and missions, were disloyal and dishonest to the Party, deliberately opposed organizational censorship, and engaged in superstitious activities; Violating the spirit of the central eight point regulations and accepting gifts and cash in violation of regulations; Concealing personal matters and seeking benefits for others in the selection and appointment of cadres; Deviation in political performance view, falsification of economic data in pursuit of personal progress, and illegal intervention in market economic activities; Losing the bottom line of discipline and law, engaging in power and money transactions, taking advantage of their position to seek profits for others in enterprise operations, engineering contracting, and illegally accepting huge amounts of property.
The People's Procuratorate of Wuhan City, Hubei Province accuses that from 2008 to 2021, Zhang Jinghua took advantage of his position as Director of the Jiangsu Provincial Department of Environmental Protection, Deputy Secretary and Mayor of the Xuzhou Municipal Party Committee, Secretary of the Zhenjiang Municipal Party Committee, Secretary General of the Jiangsu Provincial Government, Deputy Governor of the Jiangsu Provincial Government, Standing Committee Member of the Jiangsu Provincial Party Committee, Secretary of the Nanjing Municipal Party Committee and Secretary of the Jiangbei New Area Party Working Committee, and Deputy Secretary of the Jiangsu Provincial Party Committee to provide assistance to relevant units and individuals in engineering contracting, project development, and job promotion. He directly or through others illegally received property, totaling more than RMB 49.84 million. The procuratorial organs have requested that Zhang Jinghua be held criminally responsible for the crime of bribery.
Swapping houses to obtain huge benefits

Zhang Jinghua appeared on camera to repent, and his illegal and disciplinary actions such as changing houses, helping relatives undertake engineering projects, and obtaining huge benefits through illegal means were also exposed for the first time.
Zhang Jinghua's problem originated from his greed for small gains and from his classmates and friends on social media, presenting a characteristic of transforming from wind to corruption and integrating wind and corruption. The feature film revealed that in 2014, Zhang Jinghua and some college classmates established a WeChat group and began regular gatherings. In this kind of "alumni association", Zhang Jinghua, who holds the highest position, naturally becomes the center of everyone. Some people may seem to value "classmate friendship" on the surface, but in reality, they value Zhang Jinghua's authority. When the business owner presented a request as a "classmate", and the money trading in power was covered in a layer of "classmate sentiment", Zhang Jinghua seemed to accept it more calmly.
If the family is not strict and the family style is not upright, it is very easy to induce corruption problems, which is also very typical in Zhang Jinghua. Zhang Jinghua's wife and father-in-law suggested to him that he help his relatives undertake engineering projects. Zhang Jinghua immediately agreed and helped them say hello, obtaining several projects in Xuzhou and Zhenjiang.
After two relatives earned money, they gave a portion of the benefits to Zhang Jinghua's wife as a gesture of gratitude, and Zhang Jinghua was fully aware of this. He was not vigilant in refusing, but instead tasted the sweetness from it. Afterwards, he took advantage of his position to help these two relatives participate in some major engineering projects in Nanjing, and naturally gained huge benefits from them. By this time, these two relatives had essentially become a community of interests and spokespersons for Zhang Jinghua's interests.
The special feature film reveals that Zhang Jinghua's desire to become a high-ranking official and make a fortune is particularly evident in his handling of family property issues. After taking up his position in Nanjing, he frequently bought and sold houses, as well as changed houses in just a few years. He involved various properties, and each one profited greatly through violations of discipline, rules, and even illegal means.
He first used his official influence to buy a property in Xuanwu Mansion at a price far below the market price; Not long after, he took a liking to a larger and better located property in Siya Garden and instructed the relevant departments to communicate with the developer, hoping that the other party would sell it at a low price. What's even more incredible is that he also proposed to directly use the house in Xuanwu Mansion for "exchange". The developer was concerned about Zhang Jinghua's position and agreed to this obviously unfair "replacement". Zhang Jinghua actually paid nearly three million less than the purchase price and took over the property of Siya Garden.
Shanhe Shui is a hot spring villa area in Nanjing, and Zhang Jinghua believes there is considerable room for appreciation, so he bought it for investment. On the one hand, he obtained a "discount" far below the market price from the developer; On the other hand, the funds for buying a house are obtained from a closely related boss. After the appreciation of the house, Zhang Jinghua sold it at a high price, making a profit of millions of yuan from buying and selling it. He then invested the proceeds from the sale in Haipo Xinghui Garden to purchase two properties for a new round of investment. Zhang Jinghua has always regarded himself as a professional cadre studying economics. Unfortunately, he did not focus his main energy on promoting local economic development, but instead became addicted to calculating and managing his own one acre and three cents of land.
