At present, the grain and material reserve departments in Henan Province are organizing market-oriented procurement, strengthening wheat market monitoring, early warning, and information dissemination, guiding local state-owned grain enterprises, government reserve rotation enterprises at all levels, and other market entities that have signed collection and storage agreements to enter the market for procurement, ensuring smooth and orderly procurement activities. Build a purchasing and sales docking platform to connect with large grain consuming enterprises both inside and outside the province, and achieve stable channels for production and sales cooperation. At the same time, strengthen the quality inspection of wheat and timely organize the quality inspection of newly harvested wheat. In response to the damage of wheat caused by cloudy and rainy weather, the Henan Provincial Grain and Material Reserve Bureau, together with the Henan Provincial Department of Finance, the Provincial Department of Agriculture and Rural Affairs, the Provincial Market Supervision and Administration Bureau, and the Henan Branch of the Agricultural Development Bank of China, issued a notice on further improving the procurement of summer grain, clarifying the principles for identifying and disposing of damaged wheat, and requiring all regions to conscientiously implement the Henan Province Management Measures for the Disposal of Excess Grain and properly carry out the procurement work. For wheat that meets the edible standards, actively organize production and sales coordination, and guide the implementation of market-oriented procurement; For excessive wheat that can only be used as feed and industrial grain, the local government shall classify and purchase it, strictly prevent unqualified grain from entering the grain market, and maximize the protection of the interests of grain farmers.
At the same time, Henan is prepared to launch policy based acquisitions at any time, guarding the bottom line of farmers being able to sell their crops. The minimum purchase price for wheat announced by the state in 2023 is 1.17 yuan/jin. In order to ensure that the policy of minimum purchase price for wheat fully plays a policy support role, the Henan Provincial Grain and Material Reserve Bureau will strengthen cooperation with relevant departments such as the Henan Branch of China Grain Reserves Corporation to develop a minimum purchase price work plan, organize the filing of grain purchase qualifications, require all regions to start price monitoring in a timely manner, determine storage points in advance, and reasonably set up purchase points to ensure that once conditions are met, they can be immediately launched, and maintain the bottom line of farmers' ability to sell their crops. At the same time, in conjunction with market regulatory departments, we will strengthen the law enforcement supervision of summer grain procurement, focus on investigating and punishing violations such as grading and price reduction, issuing "white bars", illegal charging, and cheating using weighing instruments, in order to maintain good market order. At present, local state-owned grain enterprises in Henan province have prepared warehouses for the purchase of 44 billion kilograms of summer grain, preparing to purchase 26000 sets of equipment, 10000 sets of testing and testing equipment, and 3600 sets of cleaning equipment. The Henan Provincial Branch of the Agricultural Development Bank of China has prepared an initial acquisition fund of 50 billion yuan, which can meet the acquisition needs.
