According to the Ministry of Water Resources, due to heavy rainfall since July 28th, 21 rivers in the North Three Rivers, Yongding River, Daqing River, Ziya River, and Zhangwei South Canal of the Haihe River Basin have experienced floods exceeding the warning level, with 6 rivers exceeding the protection level and 8 rivers experiencing the largest floods since measured data.
After preliminary analysis, it was found that the Yongding River, Daqing River, and Ziya River all experienced significant floods. Among them, Daqing River and Ziya River experienced significant floods. According to the "National Regulations on the Classification of Watershed Floods" issued by the Ministry of Water Resources, it was preliminarily determined that the Haihe River experienced significant floods.

At 22:00 on August 2nd, the Shandong Yellow River Material Reserve Center of the Yellow River Water Conservancy Commission received instructions from the General Office of the People's Republic of China and the State Administration of Grain and Material Reserve to urgently transport rescue boats, engines, and other materials overnight to aid the flood control and rescue efforts in Hebei Province. This is the first emergency transportation of flood prevention and disaster relief materials by the Reserve Center in 2023.
The Reserve Center responded quickly and activated the second level response plan for emergency transportation of flood control and drought relief materials. In less than an hour, it mobilized six 34 ton semi trailer large transport vehicles, one 25 ton crane, two forklifts, and an employee assault team composed of more than 40 cadres and employees.
The assault team sweated profusely and fought continuously, quickly completing the loading and counting tasks of flood control and disaster relief materials, including 20 water spray combined rescue boats, 30 embedded rescue boats, 20 81 horsepower spray pump engines, 30 outboard engines, and 50 specialized oil tanks. They also selected a person in charge to lead two key flood control personnel to escort and rush to the flood control and disaster relief site in Hebei at night.
At 11:25 am on August 3rd, all materials have been successfully transported to the designated location in Xushui District, Baoding City, Hebei Province, and the transportation task has been successfully completed.

At around 22:00 on August 2nd, the Yangtze River Water Conservancy Commission urgently dispatched 25 embedded rescue boats, 25 60 horsepower rescue boat engines, and 25 boxes of specialized engine oil from the Wuhan warehouse of central flood control and drought relief materials, rushing to assist in flood control and disaster relief in Hebei at night.
After receiving the transportation instructions, the Wuhan warehouse immediately activated the transportation plan. At the same time, the heads of the Hubei Bureau of the State Grain and Material Reserve Bureau and the River and Lake Center of the Yangtze River Commission also rushed to the site to dispatch and command, quickly implementing transportation vehicles, handling personnel, traffic evacuation, material counting, and accompanying escort personnel according to the plan. After more than three hours of continuous combat, as of 2am on August 3rd, all flood prevention materials have been loaded onto vehicles and successfully shipped.
It is reported that this is the first time in 2023 that Wuhan warehouse has transported emergency supplies for flood prevention and disaster relief. Next, the Wuhan Warehouse of Central Flood Control and Drought Relief Materials will continue to be vigilant and do a good job in emergency material support, contributing to winning the tough battle of flood control and disaster relief.
