CCTV News: In recent days, relevant departments across the country have made every effort to accelerate post disaster recovery and reconstruction, and the production and living order in the affected areas is accelerating.
On August 19th, the main officials of the National Development and Reform Commission led a working group to Fengtai, Beijing, Zhuozhou, Hebei and other places to conduct research on disaster relief, recovery and reconstruction. Next, we will accelerate the preparation of the overall plan for post disaster recovery and reconstruction, complete the tasks of post disaster recovery and reconstruction of residential housing, major infrastructure, etc., accelerate the improvement of the entire basin flood control engineering system, and enhance the ability to prevent and respond to cross regional and cross basin water and drought disasters.

On August 19th, the Ministry of Finance, together with the Ministry of Emergency Management, once again pre allocated 1 billion yuan of central natural disaster relief funds, focusing on supporting severely affected areas such as the Beijing Tianjin Hebei region, Heilongjiang, Jilin, etc. to do a good job in assisting the affected people, ensuring that they are properly resettled and restoring normal production and living order in the disaster area as soon as possible.
The appraisal and evaluation of houses in the disaster stricken areas in Fangshan District, Beijing has been basically completed, involving more than 17000 rural households and 319 urban buildings. We have identified over 900 potential geological hazards that pose a threat to residential areas and important roads, and relevant departments have classified risk levels based on remote sensing satellite data.

Zhang Xin from the Restoration Department of the Fangshan Branch of the Beijing Municipal Commission of Planning and Natural History: The evaluation of the risk level of geological disasters, combined with the evaluation of housing safety appraisal by the housing and construction department, provides important support for the next step of relevant planning.
Harbin Fangzheng County and Yilan County are intensifying their post disaster agricultural disaster prevention and reduction efforts, with 500 plant protection drones in Fangzheng County implementing unified prevention and control measures to minimize losses to rice farmers. As of August 19th, 35000 acres of farmland have been drained of waterlogging, and the affected area of Yilan County is undergoing farmland disaster investigation work.

In Qingsong Township, Shulan City, Jilin Province, the local agricultural and rural departments organized manpower to clear sand and gravel from over 40 hectares of land, turn over the land for land preparation, and then the government funded the purchase of green vegetable seeds to switch to raw materials such as cherry blossoms and water radishes with shorter growth cycles for making pickled vegetables. At the same time, a purchase agreement was reached with the food processing plant in Yanbian, Jilin, and the profits obtained belonged to the villagers, reducing the losses to their farmland.
In this flood disaster, over 200 villages in Zhuozhou, Hebei Province suffered damage to farmland. The local government is working hard to repair agricultural facilities and organize farmers to replant and remedy the situation.

As the water level of the main flood discharge channels in Tianjin gradually drops and relocated residents return home, relevant departments are accelerating the registration of property damage and investigation of farmland damage. Insurance companies are also using satellite remote sensing technology, drone aerial photography and other technological methods, as well as on-site inspections, to survey and register the planting area, crop types, and quantity of livestock raised by farmers. At the same time, a green channel has been opened to simplify claims procedures and help production and daily life recover as soon as possible.
