According to investigators, Li Zhongya began working as a traffic coordinator in the Road Administration Management Brigade of the Chenggong District Transportation Bureau at the end of 2008, participating in road patrols and investigating overloading and exceeding limits. He is a person entrusted by the administrative agency to engage in official duties. But Li Zhongya took advantage of his position to seek personal gain and received bribes of 180000 yuan.
In the first half of 2020, Li Zhongya inspected the overloading of vehicles at the Chenggong Sanlu Highway Road Administration Monitoring Station. At that time, the road administration team did not set up mobile detection points and could only conduct fixed inspections at monitoring stations. Mr. Miao, a certain boss, wants to transport soil to the Zhaojiashan landfill. The convoy must load and transport according to transportation standards. If it is overloaded, it will be punished by passing through the monitoring station. In order to avoid fines during overloaded transportation, Miao approached Li Zhongya and asked if he had any "good ideas" or "good solutions".

He learned that there was a road in the area that could avoid the investigation of the road management team. He suggested that Miao's team take a detour along the route to the inspection station, and the two even drove to inspect the new "route" in person. After the incident, Li Zhongya demanded a benefit fee of 80000 yuan from Miao.

After investigation, Li Zhongya took advantage of his position to receive a total of 180000 yuan in property from others. In November 2022, Li Zhongya was expelled from the party. In March 2023, Li Zhongya was sentenced to two years in prison, suspended for two years and six months, and fined RMB 130000 for the crime of bribery. His illegal gains were confiscated and turned over to the national treasury.
