According to the person in charge of the Xili Street Office, on the afternoon of May 18th, during an inspection, the staff of the street office discovered that a shed was being built in the Lai Chi Garden located on Likang Road in the Ma Hom community, suspected of illegal construction. Ms. Wang, the person in charge of the lychee orchard, responded at the time that she planned to build a temporary shelter in the lychee orchard for the accommodation of workers during the harvest period. According to the staff of the street office, considering the lychee harvest period at that time and the demand of fruit farmers for lychee picking, fruit selection, and sales, the staff allowed Ms. Wang to temporarily continue using the shed and explicitly requested her to dismantle it on her own after the lychee harvest was completed. Ms. Wang agreed on-site and verbally promised not to illegally build, not to occupy people, and not to damage the original appearance of the land.
However, during subsequent inspections, the staff noticed that the facility locations discovered earlier had been set up as shelters.
Law enforcement officers presented to reporters an application signed by Ms. Wang on June 14th, requesting support for the temporary construction of lychee orchard sheds. In the application, she promised that no one would live or light a fire in the temporary sheds, and that she would dismantle the temporary sheds within one week after the lychee harvest. According to the staff of the Xili Street Office, in response to the temporary construction of the orchard, the Xili Street Comprehensive Administrative Law Enforcement Team has signed 28 self demolition agreements with multiple fruit farmers, including Ms. Wang. After the lychee picking is completed, multiple sites have fulfilled their commitments to demolish the temporary buildings on time, except for Ms. Wang.
For this reason, law enforcement officers called to request Ms. Wang to demolish the shack as soon as possible, but Ms. Wang stated that she was not in Shenzhen and agreed to have the law enforcement team organize personnel to demolish it in accordance with the law.

Why not allow people to build shacks in the orchard? The statement from the Xili Street Office is that there are frequent typhoons and intense thunderstorms in Shenzhen during the summer, and there are significant safety hazards for residents living in fruit groves.
According to Zhang Fahua, Deputy Leader of the Comprehensive Administrative Law Enforcement Team of Xili Street, the lychee orchard belongs to the blue line management scope of Yangtai Mountain Forest Park and is a type of agricultural land. The current temporary construction violates Article 44 of the Urban and Rural Planning Law of the People's Republic of China: "If temporary construction is carried out within the urban or town planning area, it must be approved by the urban and rural planning department of the city or county people's government. If temporary construction affects the implementation of recent construction plans or detailed control plans, as well as traffic, urban appearance, safety, etc., it cannot be approved. Temporary construction should be demolished on its own within the approved use period. The specific measures for temporary construction and temporary land planning management shall be formulated by the people's governments of provinces, autonomous regions, and municipalities directly under the central government."
The basis for this punishment is as mentioned in Article 66, which states: "If a construction unit or individual commits any of the following acts, the urban and rural planning department of the local city or county people's government shall order the demolition within a specified period of time, and may also impose a fine of not more than twice the cost of the temporary construction project: if temporary construction is carried out without approval; if temporary construction is not carried out according to the approved content; if temporary buildings or structures are not demolished beyond the approved period."
