A female government official who has been in charge of the local government for over a decade was investigated a few days ago. 40 hidden accidents were discovered in Dai County, Shanxi Province
On July 30th, the joint investigation team of Shanxi Province issued a report on the investigation and handling of the death concealment incident of miners in Jingcheng Mining in Daixian County.
According to China News Weekly, from 2007 to 2022, the "9 · 1" landslide accident occurred, and more than 30 miners at Jingcheng Mining were reported dead due to production safety accidents.
The investigation team conducted a bottom-up investigation on the production safety accidents of Jingcheng Mining in the past 20 years since its establishment in August 2003. After investigation, it was found that before the September 1 landslide accident in 2022, Jingcheng Mining had concealed 40 production safety accidents and 43 miners had died. Among them, the list of 17 people attached to the report and the one person mentioned have all been verified.
After investigation, it was found that Jingcheng Mining organized mining operations in different mines, with a total of 3 to 5 people in a single mine. After a fatal accident occurred, the mining company blocked the news, concealed it, and arranged for the families of the deceased miners to negotiate separately in other places. Through coercion and inducement, privately reaching high compensation, and signing a "sealing agreement", the company deliberately evaded responsibility, punishment, and punishment.
The notice mentioned that during the investigation, the accountability for the concealment of incidents has been carried out simultaneously. As of now, the public security organs have lawfully taken criminal coercive measures against 28 suspects, including Pan and Wang, the main leaders of Jingcheng Mining, who are suspected of not reporting safety accidents, major responsibility accidents, and major labor safety accidents.
The disciplinary inspection and supervision organs are digging deep into the corruption issues and "protective umbrellas" behind the concealment of information, such as power and money transactions, interest transmission, dereliction of duty, and so on. As of now, 16 public officials suspected of serious violations of discipline and law have been investigated and detained.
The above-mentioned suspect and public officials suspected of serious violations of discipline and laws will be dealt with in accordance with regulations and laws, and their suspected crimes will be transferred to the procuratorial organ for review and prosecution.
Prior to this, on July 25th, the website of the Central Commission for Discipline Inspection and the National Supervision Commission cited information from the Shanxi Provincial Commission for Discipline Inspection and Supervision, stating that Hao Jiangling, Deputy Secretary and Deputy Director of the Party Group of the Standing Committee of the People's Congress of Xinzhou City, Shanxi Province, is suspected of serious violations of discipline and law and is currently undergoing disciplinary review and supervision investigation by the Shanxi Provincial Commission for Discipline Inspection and Supervision.
According to the public data, Hao Jiangling, female, Han nationality, was born in October 1966 in Lingchuan, Shanxi Province, with a university degree, joined the CPC in December 1994, and started working in August 1989.
Hao Jiangling has been in charge of Dai County under the jurisdiction of Xinzhou City for nearly 13 years. She served as the Deputy Secretary and Deputy County Mayor of Dai County in November 2008, Deputy Secretary and Deputy County Mayor of Dai County in March 2010, Deputy Secretary and County Mayor of Dai County in April 2010, and Deputy Secretary and County Mayor of Dai County in September 2019.
In February 2021, Hao Jiangling was appointed as a member of the Party Group and Deputy Director of the Standing Committee of the Xinzhou Municipal People's Congress, and in February 2022, he was appointed as the Deputy Secretary and Deputy Director of the Party Group of the Standing Committee of the Xinzhou Municipal People's Congress.
It is worth mentioning that on July 30th, the joint investigation team of Shanxi Province released an investigation into the concealment of the death of miners in Jingcheng Mining in Daixian, which involved multiple mining accidents that occurred in Daixian between 2007 and 2022, highly overlapping with the period when Hao Jiangling was in charge of Daixian.
The joint investigation team of Shanxi Province also mentioned in the report that the contractor of Jingcheng Mining was involved in black and evil activities, which also occurred during Hao Jiangling's tenure in the local government.
The investigation team found that in early 2004, Jin Fujun, the contractor of Jingcheng Mining, began to enter the iron ore mining industry in Daixian. From 2006 to 2018, Jin Fujun successively contracted several iron ore mining businesses in Daixian County. By means of subcontracting mine holes, investing in shares, finding jobs, providing food and accommodation, and paying money, he successively attracted fellow villagers and some local people around, and grabbed money mainly through contracting mine transactions, forced transactions, opening casinos and other means, forming a criminal organization headed by Jin Fujun, which involved 17 criminal facts in 8 crimes including intentional injury, extortion, provocation, forced trading, intentional destruction of property, opening casinos, illegal storage of explosives and failure to report, and false reporting of safety accidents.
On September 13, 2014, a landslide occurred in the second mining area of Shuangyang Iron Mine in Daixian County, and four miners from Jinfu Military Industry Team were trapped and died. During the rescue operation, Jin Fujun and others concealed the truth of the accident from the accident rescue team, falsely reported that only one miner died, and privately reached a compensation agreement with the families of four deceased miners.
In June 2019, Jin Fujun and others were arrested by the public security organs of Xinzhou City on suspicion of not reporting or falsely reporting safety accidents. In June 2020, Jin Fujun was organized and led by Xinzhou public security organs to participate in the case filing and investigation of criminal organization; In December 2021, he was sentenced to 22 years in prison, deprived of political rights for 5 years, and sentenced to confiscation of all personal property by the Xinfu District Court of Xinzhou City in the first instance. In May 2022, the Intermediate People's Court of Xinzhou City finally upheld the original verdict.
