According to the website of the Ministry of Ecology and Environment on June 11th, during a surprise inspection of the pollution control situation of some enterprises in Yinchuan, Ningxia, Minister of Ecology and Environment Huang Runqiu found that some enterprises have illegal and irregular issues such as abnormal operation of pollution control facilities, excessive emissions of pollutants, falsification of automatic monitoring data, and false reporting of production records.

Chao News reporters have found that in the past three years, major leaders of the Ministry of Ecology and Environment have been found to have tampered with, forged data, issued false reports and other illegal and irregular issues when conducting inspections and secret investigations in local areas. Some local enterprises have even exchanged information and colluded to fabricate false reports.

Huang Runqiu's surprise inspection on the pollution control of some enterprises in Yinchuan is not the only case.

According to the Ministry of Ecology and Environment, from the end of 2022 to the beginning of 2023, China experienced an 11 day cross year haze, concentrated in Shaanxi and Henan provinces. Although heavy pollution emergency plans were launched, the results were not ideal.

Where is the problem? The surprise inspection by the Ministry of Ecology and Environment has provided the answer.

From February 20 to 21, 2023, Minister of Ecology and Environment Huang Runqiu went to Pingdingshan and Xuchang cities in Henan Province to conduct a surprise inspection on the implementation of the Air Pollution Prevention and Control Law and emergency emission reduction measures for heavy pollution weather in key industries such as coking, steel, and glass. The results showed that many enterprises generally had illegal and irregular issues such as abnormal operation of pollution control facilities, excessive emissions, failure to implement emergency emission reduction measures for heavy pollution weather, falsification of production records, and falsification of online and manual monitoring data.

Almost at the same time, Zhao Yingmin, Deputy Minister of Ecology and Environment, led a team to conduct supervision and inspection in Xianyang City, Weinan City, Hancheng City, and other cities in Shaanxi Province. It was also found that some enterprises had illegal and irregular issues such as tampering with parameters to interfere with the normal operation of automatic monitoring equipment, diluting automatic monitoring and sampling smoke to interfere with monitoring data, and fabricating false ledgers.

Moving back to March 11, 2021, Huang Runqiu set the location for the surprise inspection in Tangshan, Hebei, with the main target being one of the local pillar industries - steel enterprises.

According to reports, Huang Runqiu and his delegation arrived in Tangshan City and went straight to the scene without saying hello. They went to inspect multiple steel companies and found that they generally had production record falsification problems. Some even exchanged rumors and deleted production records to cope with inspections.

Huang Runqiu stated at the scene that environmental violations, especially falsification, should be resolutely investigated and dealt with with with with a zero tolerance attitude in accordance with the law. Those suspected of committing crimes should be transferred to public security organs, and relevant personnel should be held accountable in accordance with the law.

Tangshan centrally pronounced sentences on four environmental pollution cases of data fraud in accordance with the law, and many people were sentenced for fraud.

According to a report from the Department of Ecology and Environment of Hebei Province, in response to environmental violations such as data falsification by some enterprises in Tangshan City, a joint case handling mechanism has been established in the local area. Administrative penalties have been imposed on suspected illegal enterprises in accordance with the law, their pollutant discharge permits have been temporarily suspended, and their performance ratings have been downgraded to D level. Relevant personnel from steel enterprises and third-party monitoring companies involved in the case have been detained in accordance with the law.

At the same time, the third-party monitoring enterprises involved in the case will be included in the list of non-performing loans, and these enterprises will be prohibited from participating in government purchases of environmental monitoring services or government commissioned projects, and expelled from the local market. According to public reports, due to the investigation of corporate data fraud and the detention of relevant staff, one third-party monitoring company's stock has experienced a sharp decline, with a market value evaporating over 1.4 billion yuan in just one day.

Ten months later, Tangshan City conducted a centralized judgment on four cases of environmental pollution caused by data fraud in accordance with the law. A total of 47 defendants were sentenced to imprisonment ranging from 6 months to 1 year and 6 months, and were also fined.

Similarly, in response to the surprise inspection, Henan and Shaanxi have respectively deployed rectification measures and severely punished the involved enterprises and personnel in accordance with the law and regulations. According to relevant officials from the Ministry of Ecology and Environment, at least 21 people have been criminally detained and 11 people have been administratively detained in both places.

During the inspection in Yinchuan, Ningxia, Huang Runqiu demanded that relevant authorities conduct in-depth investigations into the problems discovered during the inspection, effectively promote rectification, fully play a warning role, and further strengthen the ecological and environmental protection responsibilities of all parties, in order to break through the bottom line, have a negative impact, and violate the criminal law.

It is understood that Ningxia Hui Autonomous Region has established a rectification leadership group led by the Party Secretary and Government Chairman of the autonomous region, with five provincial-level leaders as deputy leaders. A joint working group of multiple departments such as ecological environment and public security has been formed to promote the implementation of problems and reforms.

At present, enterprises involved in environmental violations have been investigated and dealt with in accordance with the law, and those suspected of committing crimes have been transferred to the public security organs for criminal investigation.
