Recently, a video circulating online in Xiaoyi City, showing a 3-year-old boy being thrown, dragged, and watered in a kindergarten, with parents claiming that the kindergarten has not yet taken responsibility for the child's head injury. The relevant parties, including the principal and three teachers, have been dismissed, has attracted social attention. In response, the News Office of the People's Government of Xiaoyi City instructed a dedicated person to have a detailed understanding of the incident. The specific situation is as follows:
On June 29th and June 30th, the Chongwen Police Station of the Xiaoyi Public Security Bureau received reports from the head of the Escort Kindergarten and the parents of the child Cao. Due to suspicion that their child was beaten up in kindergarten, there was a dispute between the parents and the kindergarten. After the police station called out, they jointly checked the surveillance video with the kindergarten and parents and launched an investigation. On July 24th, the parents of the children involved provided the hospital's diagnosis and treatment recommendations to the police station. Due to the large time span between the diagnosis and treatment recommendations provided and the incident, and the injuries reflected in the diagnosis and treatment recommendations do not match the facts reflected and the monitoring display of the teacher's perception of Cao's behavior. After investigation, it was found that the incident did not meet the standards for filing an investigation. On August 7th, the Chongwen Police Station of Xiaoyi Public Security Bureau issued a decision to terminate the case investigation based on the investigation situation and in accordance with Article 259 (1) of the Regulations on the Procedure for Handling Administrative Cases by Public Security Organs.
After the incident, the Education and Technology Bureau of Xiaoyi City attached great importance to it and established a special investigation team. They actively communicated with the local police station and investigated and verified the issues raised by the parents involved. After investigation, the behavior of the involved teachers violated relevant regulations such as the Kindergarten Work Regulations and the Ten Guidelines for Professional Behavior of Kindergarten Teachers in the New Era. In response to this matter, the Education and Technology Bureau of Xiaoyi City interviewed the relevant person in charge of Huhang Kindergarten, requiring the kindergarten to take serious measures against the teachers involved and carry out comprehensive rectification in strict accordance with regulatory requirements. On July 11th, Huhang Kindergarten dealt with the incident by dismissing the involved teachers and dismissing the childcare director and principal who were responsible for management.
