Zeng Zhaoqin was found by passersby "falling" in the grass on the roadside and was taken to the township health center before being declared dead.
As the family members were immersed in the grief of the elderly person's death due to a fall, things turned around. Originally, the old man did not fall on his own, but was hit and "flew" by the village cadre Wang Mouping's car, and Wang Mouping fled the scene in a car after the incident. As a result, a car accident involved a nest case involving 9 rural cadres at both levels.
According to the investigation, Wang Mouping had a dinner and drank Baijiu at the village secretary's home before the traffic accident. This dinner party was attended by multiple rural cadres at both levels, including the township party secretary and township head. Family members questioned the behavior of township leaders in covering up and colluding to confess in the drunk driving accident involving village officials.
At present, the village cadres who collided with people have been arrested on suspicion of traffic accidents, the village branch secretary has been criminally detained, and the village party secretary, township head, village cadres who issued false "death certificates", as well as four township cadres, have all been released on bail pending trial on suspicion of perjury.
Mystery: A 90 year old man falls and dies on the roadside
"Hello, are you a family member of the elderly Zeng Zhaoqin? Please come to the township health center as soon as possible!" On Father's Day at around 3pm, Zeng Xiancai, a villager from Gaoyuan Village, Longping Township, Xingguo County, Ganzhou City, Jiangxi Province, suddenly received an emergency phone call from the township health center. His 90 year old father, Zeng Zhaoqin, fell on the roadside and was taken to the township health center. When the family members arrived, Zeng Zhaoqin had already been declared dead.
Zeng Zhaoqin has a total of 8 children, with Zeng Xiancai ranking first and Zeng Xianxin ranking third. "My father was a Buddhist throughout his life and was the chairman of the village temple council. On the day of the incident, he received a notice to go to the temple for a meeting. He was sent by a younger generation's car, but when he returned, the old man walked and waited for the younger generation's car to pick him up." Zeng Xianxin said that two passersby found the old man lying in the grass by the roadside. When the police at the police station received help from passersby and rushed to the scene, the old man had already been sent to the village health center by the village cadres.
At about 4 o'clock that afternoon, the family members transported the old man's body home, and notified their children and grandchildren in other places to return to their hometown. At around 6 pm that day, the family went to the village committee to apply for a "death certificate" for the elderly person. After the family explained the situation, village cadre Liu Moufu issued a "death certificate" and stamped it with the village committee seal. The Death Certificate states that Zeng Zhaoqin passed away at home on June 18, 2023, and the situation is true. After the family members received the "death certificate", the village cadres sent messages through acquaintances to urge the cremation of the old man's body as soon as possible.

Why was the old man already taken to the hospital when the police arrived, despite being lying in the grass by the roadside when passersby called the police? Why is the "Death Certificate" written as "normal death at home" when an elderly person fell and died on the roadside? The various mysteries did not initially arouse suspicion from the family members.
"Although the elderly person has a relatively strong body, they are already 90 years old and definitely cannot withstand falling." Zeng Xianxin said, "Due to being busy preparing for the aftermath, the family has no doubts about the cause of the elderly person's' fall 'death."
Reverse: Village officials who commit suicide after causing a hit and run accident
At around 1am on June 19th, less than 10 hours after the incident, when the family members were immersed in grief, things suddenly reversed.
Village cadre Wang Mouping called his family and said that the old man did not fall on his own, but was hit by his car. Originally, in order to investigate how the elderly person fell, police officers at the police station checked the intersection surveillance camera and found out that the elderly person was hit by a car and "flew" into the grass on the roadside.
The surveillance video shows that Zeng Zhaoqin was knocked down by a vehicle.
On July 14th, the Longping Township Government issued a "Letter of Reply to Visits" to the family members, describing the detailed incident on that day.
After investigation, at 3:10 pm on June 18th, Wang Mouping, a village official from Gaoyuan Village, drove the car of Qiu Moumin, a township official, and collided with Zeng Zhaoqin at the intersection of Sanjiangkou in Gaoyuan Village. About 20 seconds later, Huang drove a white sedan past the scene of the accident. There were also four township officials, Chen Mouhui, Qiu Moumin, Wang Mouyan, and Lv, sitting on the car. Huang and Qiu Moumin got off the car to check the situation. One minute later, Liu Moufu, a village official from Gaoyuan Village, also arrived at the scene by motorcycle.
At 3:12 pm, Huang and Qiu got in the car and left the scene. Half a minute later, Wang Mouping also drove away from the scene. Liu Moufu called Gao Yuan Village cadre Liu Mouxiang on site to handle the accident, and then rode a motorcycle to leave. At 3:25 am, Liu Mouxiang drove a van to the scene and took the knocked down Zeng Zhaoqin to the township health center for treatment. The doctor confirmed that he was dead.
On the early morning of June 19th, Wang Mouping, accompanied by the village branch secretary Huang Moufu, voluntarily surrendered to the Yongfeng Squadron of the Traffic Management Brigade of Xingguo County Public Security Bureau. At the same time, Wang Mouping called Zeng Zhaoqin's family to inform them of the traffic accident situation.
According to the "Inspection Report" issued by the Xingguo County Public Security Judicial Appraisal Center, combined with surveillance videos and autopsy results, "Zeng Zhaoqin was found to have died from head injury in a traffic accident.".
At this point, the truth of the matter surfaced.
Investigation: Before the incident, the people involved had a gathering for dinner and alcohol
On July 30th, a reporter from Pengpai News saw at the accident site that it was an intersection for entering the village, but during the day, the view was wide and there were relatively few people and vehicles. There were still candles burned by the family members of the deceased at the scene.
Why would such a serious traffic accident occur at a rural intersection where the road conditions are not particularly complex? According to insiders, before the incident, the people involved had a dinner at Huang Moufu's house, the village secretary, and drank several bottles of Baijiu during the dinner; In addition to the 5 village level cadres who appeared at the accident scene on two vehicles, Xie Mouling, Secretary of the Longping Township Party Committee, and Liu Moubin, Deputy Secretary of the Party Committee and Township Head, also attended the gathering.
The Identification of Road Traffic Accidents issued by the traffic management team of Xingguo County Public Security Bureau also confirmed that, after investigation, the perpetrator Wang Mouping had drunk Baijiu at lunch before the incident that day. However, as Wang Mouping surrendered himself in the early morning of the next day, no alcohol was detected in the blood extracted at that time. The Road Traffic Accident Determination also stipulates that Wang Mouping, who drove under the influence of alcohol and fled the scene after the accident, did not report the incident and did not protect the scene, bears full responsibility for the accident.
According to the Road Traffic Accident Affirmation, the perpetrator Wang Mouping drank Baijiu for lunch on the day of the accident.
After the incident, Xingguo County established a county-level working group consisting of 13 departments, responsible for accident handling and aftermath matters.
Zeng Xianxin said that according to the legal compensation standards, the family members may only receive compensation of several hundred thousand yuan in the end, but now the forgiveness compensation has been offered to 1.6 million yuan. "Originally, the family unanimously demanded that the involved personnel be dealt with seriously, but under the temptation of high compensation, some relatives were already tempted and signed the criminal forgiveness letter," he said helplessly.
Accountability: 9 people including the secretary of the township party committee are suspected of perjury
"In this accident, it was not only the village officials who caused a drunk traffic accident and fled, but also the township leaders who were suspected of sheltering and colluding to confess." Zeng Xianxin said that after the police station checked the surveillance footage and found that the elderly person was hit by a car, it was reported to the township leaders. However, the township leaders did not notify the family members in a timely manner, but delayed the time to organize the involved personnel to collude to confess. The perpetrator also did not surrender until early the next morning.
Faced with doubts from family members, Liu Moubin, Deputy Secretary of the Township Party Committee and Township Head, responded over the phone that there was no act of sheltering village cadres, and that he was not at the scene of the accident at the time of the incident. It was only after the incident that he learned of the traffic accident. The phone call of Xie Mouling, the secretary of the township party committee, has been unable to be answered.

Pengpai News reporters learned from multiple sources that after the incident, a total of 10 people, including the Secretary of the Longping Township Party Committee and the Township Head, were dealt with. Among them, Wang Mouping, a village official who hit someone while driving, has been arrested on suspicion of traffic accidents; Huang Moufu, the village chief, was criminally detained on suspicion of perjury; Xie Mouling, the secretary of the township party committee, Liu Moubin, the township head, Lv Mouhui, Chen Mouhui, Qiu Moumin, Wang Mouyan, village cadres Liu Moufu, and Huang Mou, the son of the village branch secretary, are all suspected of perjury and have been released on bail pending trial. On July 30, Zeng Qingsen, a grandson who grew up with his grandfather Zeng Zhaoqin when he was young, came back to his hometown again from other places. "My grandfather has not been buried since the incident, just waiting for a fair and just outcome. It has been over 40 days now, and he has been lying in the funeral home for too long, so we can't wait any longer." He said that his family has already chosen a day, and his body will be cremated on August 2nd.
