At 12:19 on August 4th, the Jindi Road Fire Rescue Station of the Acheng District Fire Rescue Brigade in Harbin City, Heilongjiang Province received a report from the public that a flash flood occurred in the National Forest Park of Jinlongshan Town in Acheng District, trapping a large number of people. The Jindi Road Fire Rescue Station immediately dispatched 5 fire trucks, 2 boats, and 26 firefighting and rescue personnel carrying over 100 sets of various rescue equipment to rush to the scene.
Fire rescue personnel arrived at the scene at 13:10. After on-site reconnaissance and inquiry, it was found that a total of 87 people were trapped in two buildings in the area of the incident, including 20 disabled athletes, 47 young athletes, 5 coaches, and 15 elderly people. The roads around the building were washed away by flash floods, and the water flow was fast and mixed with trees, stones, etc. In addition, the adverse weather conditions made rescue extremely difficult.
After analysis and judgment, firefighting and rescue personnel adopted a rope crossing method to rescue young and healthy trapped people to a safe area, and carried disabled athletes and elderly people to a safe area. They also mobilized fire trucks to evacuate and transfer trapped people. After more than 2 hours of hard work, all 87 trapped individuals were rescued and no one was injured.
