Affected by the residual circulation of typhoon "Kanu", from 8:00 on August 12 to 6:00 on August 14, heavy rain to rainstorm occurred in the middle and east of Liaoning, heavy rainstorm occurred in the southeast, and extremely heavy rainstorm occurred in some towns. On the 14th, it was learned from the Flood Control and Drought Relief Command of Liaoning Province that due to the impact of heavy rainfall, some rivers along the eastern coast of Liaoning Province have experienced a significant increase in water levels. The total storage capacity of 37 large reservoirs in Liaoning Province is 18.623 billion cubic meters, which is 3.796 billion cubic meters more than the same period in many years. A total of 7 reservoirs in Liaoning Province have exceeded the flood limit and are being discharged in an orderly manner.
According to statistics from the Liaoning Provincial Meteorological Observatory, from 8:00 on August 12th to 5:00 on August 14th, the average rainfall in Liaoning Province was 47.4 millimeters. One meteorological station in one district and county in Dandong region experienced rainfall greater than 250 millimeters; 256 meteorological stations in 20 districts and counties in Shenyang, Dalian, Anshan, Fushun, Benxi, Dandong, Yingkou, and Liaoyang have experienced rainfall ranging from 100mm to 250mm.
In order to fully carry out flood prevention and disaster reduction work, the Liaoning Provincial Department of Water Resources organized key waterlogging areas to prepare for drainage and response, dispatched 225 monitoring personnel, rushed to measure flood peaks 16 times, manually observed water levels 440 times, measured flow 95 times, and submitted 250 monitoring information. The Liaoning Provincial Department of Transportation dispatched 2913 highway inspectors and 524 vehicles. The Liaoning Provincial Fire Rescue Brigade has continued to carry out pre standby operations, carrying out a total of 5 rescue missions and dispatching 25 personnel.
At present, the precipitation in Liaoning has obviously weakened or basically ended. The rainstorm yellow warning was lifted by the Liaoning Meteorological Station at 6:00 on the 14th. The Liaoning Provincial Flood Control Bureau lifted the yellow warning at 9:00 am on the 14th and terminated the Level III emergency response for flood control.
