Li Guicai, who has been working in Benxi, Liaoning for a long time, has served as the director of the Bureau of Geology and Mineral Resources in Benxi City. In June 1998, he was appointed as the Deputy Director and Party Member of the former Benxi Municipal Bureau of Land and Resources; In November 2001, he was appointed as the Director and Party Secretary of the former Benxi Municipal Bureau of Land and Resources; In December 2008, he was appointed as the Deputy Inspector of the former Liaoning Provincial Department of Land and Resources; Retired in December 2009.
