Guo Jiefang, a member of the "Hundred Red Cross Personnel," returned to China to surrender
Guo Jiefang, female, born in April 1953, was a former police officer of the Traffic Police Detachment of Guangzhou Public Security Bureau. She was suspected of accepting bribes together with others and fled in March 2000. In October 2000, the People's Procuratorate of Guangdong Province initiated an investigation into him. In December 2007, the International Criminal Police Organization issued a red notice to it. The investigating authorities actively carried out international judicial law enforcement cooperation, persistently promoted the pursuit of Guo's fugitives and stolen goods, and ultimately urged him to return to his home country to surrender. The relevant stolen funds involved in the case have been recovered in accordance with the law.
The person in charge of the Central Chasing and Escaping Office stated that Guo Jiefang's return to China after 23 years of fleeing is an important achievement in implementing the spirit of the 20th National Congress of the Communist Party of China and the deployment of the Second Plenary Session of the Central Commission for Discipline Inspection, and continuing to carry out the "Skynet Action". We will continue to deepen international cooperation against corruption, adhere to the principle of chasing after fugitives and pursuing them to the end, and always maintain a high-pressure situation of pursuing fugitives and recovering stolen goods. On June 28th, the Central Commission for Discipline Inspection and the National Supervisory Commission released a summary of the national investigation and punishment of violations of the central eight point regulations in May 2023. In May of this year, a total of 7035 cases of violations of the central government's eight point regulations were investigated and dealt with nationwide, with 10061 people criticized, educated, helped, and dealt with. Among them, 7093 people were disciplined for party discipline and government affairs. This is the 117th consecutive month that monthly report data has been released.
From the perspective of the types of problems investigated and dealt with, in terms of fulfilling duties, serving economic and social development, and ecological environment protection, there was a lack of responsibility, inaction, disorderly behavior, and false behavior, which seriously affected high-quality development. In May, a total of 2569 problems were investigated and dealt with nationwide, accounting for 86.3% of the total number of formalistic and bureaucratic problems investigated and dealt with. The three types of violations, namely the illegal receipt and delivery of precious specialties and gifts, illegal eating and drinking, and illegal distribution of subsidies or benefits, accounted for 41.4%, 24.2%, and 15.9% of the problems of hedonism and extravagance, respectively.
From the level of investigation and punishment, in May, a total of 1 provincial and ministerial level leadership cadre problem, 51 prefecture level leadership cadre problems, 514 county level leadership cadre problems, and 6469 township level and below cadres problems were investigated and punished nationwide. Among them, cadres at or below the township level accounted for 92.0% of the total number of problems investigated and dealt with.
