In the first half of 2023, the national disciplinary inspection and supervision organs received a total of 1.686 million petitions and reports, including 527000 petitions and reports related to reporting and accusation. 828000 problem clues were dealt with, including 170000 inquiries through conversation letters. 316000 cases were filed, including 36 officials in charge, 1588 officials at the department and bureau level, 13000 officials at the county and department level, and 42000 officials at the township level; There are 31000 current or former village party branch secretaries and village committee directors who have filed cases. 258000 people were disciplined, including 211000 for party discipline and 68000 for government affairs; 18 provincial and ministerial level cadres, 1355 department and bureau level cadres, 10000 county and department level cadres, 33000 township level cadres, 36000 general cadres, and 178000 rural, enterprise and other personnel have been punished.

On July 26th, the Central Commission for Discipline Inspection and the National Supervisory Commission announced the summary of the national investigation and punishment of violations of the central eight point regulations in June 2023. In June of this year, a total of 10111 cases of violations of the central government's eight point regulations were investigated and dealt with nationwide. 14191 people were criticized, educated, helped, and dealt with, among which 10445 were punished for party discipline and government affairs. This is the 118th consecutive month that monthly report data has been released.
From the perspective of the types of problems investigated and dealt with, in terms of fulfilling duties, serving economic and social development, and ecological environment protection, there was a lack of responsibility, inaction, disorderly behavior, and false behavior, which seriously affected high-quality development. In June, a total of 3338 problems were investigated and dealt with nationwide, accounting for 86.0% of the total number of formalistic and bureaucratic problems investigated and dealt with. The three types of violations, namely the illegal receipt and delivery of precious specialties and gifts, illegal eating and drinking, and illegal distribution of subsidies or benefits, accounted for 39.7%, 28.2%, and 15.0% of the problems of hedonism and extravagance, respectively.
From the level of investigation and punishment, in June, a total of 2 provincial and ministerial level leadership issues were investigated and dealt with nationwide, including 48 issues with prefecture level leadership officials, 669 issues with county-level leadership officials, and 9392 issues with township level and below officials. Among them, the problem of cadres at or below the township level accounted for 92.9% of the total number of problems investigated and dealt with.
The Second Plenary Session of the 20th Central Commission for Discipline Inspection pointed out that the Central Eight point Regulation is a long-term and effective iron rule and a hard bar. It must be firmly grasped and never loosened, and any behavior that violates discipline in the face of wind must be dealt with and strictly investigated, resolutely preventing rebound, hidden mutation, and fatigue and war weariness. Guo Qigang, former Party Secretary of Guotou Electric Power Company, returned to China to submit his case
Guo Qigang, male, born in August 1963, was the former Party Secretary of Guotou Electric Power Holding Co., Ltd., a subsidiary of China Development and Investment Group Co., Ltd. He was suspected of serious violations of official duties and fled in July 2019. The investigating authority has lawfully sealed and frozen the property involved in the case.
The person in charge of the Central Office for Chasing fugitives stated that Guo Qigang's return to China to surrender is an important achievement of the disciplinary inspection and supervision organs in implementing the spirit of the 20th National Congress of the Communist Party of China and the deployment of the Second Plenary Session of the Central Commission for Discipline Inspection, deepening the rectification of corruption in state-owned enterprises, and continuing to carry out the "Skynet Action" for chasing fugitives and recovering stolen goods. We advise the fugitives to recognize the situation, give up their illusions, seize the opportunity, return to their home country as soon as possible, and seek lenient treatment.
