Among the above-mentioned individuals, Deng Xiuming, Wang Zhijun, and Zhou Ji went to Beijing to serve, among which Wang Zhijun and Zhou Ji were clearly appointed as ministerial level officials. As is well known, provincial-level party committees generally implement a secretary configuration pattern of "one chief and two deputy secretaries". Among the two deputy secretaries of provincial-level party committees, one concurrently serves as the administrative head of the provincial government, and the other is a full-time deputy secretary. Among the full-time deputy secretaries of the provincial party committee, there are many who also serve, but there are not many cadres who also serve as the secretary of the municipal party committee.

It is not difficult to see that their part-time jobs are all municipal party secretaries in important provincial cities.
Shenzhen, Qingdao, and Chengdu are sub provincial cities second only to municipalities directly under the central government in terms of administrative level, playing an important driving role in leading regional economic development. Urumqi is the capital city of Xinjiang and an important central city in northwest China approved by the State Council. As the center of various fields such as politics, economy, culture, education, healthcare, transportation, etc. in the province, provincial capital cities are the leading economic development in various regions. During the 14th Five Year Plan period, many regions continued to promote the strategy of strengthening provincial capitals, and some deputy secretaries of provincial party committees also served as party secretaries of provincial capital cities, promoting the leading role of provincial capital cities.
Ganzhou has a very special position in the province. The Fourth Plenary Session of the 15th Jiangxi Provincial Party Committee, which just concluded last month, further clarified the positioning of Ganzhou as a sub central city in the province. In terms of age, Lu Zhiyuan and Wu Zhongqiong are born in the 60s, Meng Fanli, He Zhongyou, and Shi Xiaolin are born in the 65s, and Shi Xiaolin is still considered to be born in the 70s. She was born in May 1969. Lu Zhiyuan and Meng Fanli were members of the 20th Central Committee, while Shi Xiaolin was an alternate member of the 20th Central Committee.

The full-time deputy secretary of the provincial party committee is the highest deputy position in a province. It is not difficult to observe that before growing into the "first mate", they experienced solid experience in multiple positions. Except for Wu Zhongqiong, the other four have cross provincial work experience in three provinces. Wu Zhongqiong is the only cadre with work experience in a State Council department. Lu Zhiyuan has rich experience in local governance.
Lu Zhiyuan was born in August 1964 in Suide, Shaanxi and holds a PhD in economics. He studied and worked in Shaanxi for 34 years in his early years, with a background in finance. He worked as a teacher at Yan'an Finance and Economics School in Shaanxi Province and also worked at the Xi'an Municipal Finance Bureau.
In 2002, Lu Zhiyuan was transferred from the position of Deputy Director of the Finance Bureau of Xi'an City to the position of District Mayor of Yanliang District, Xi'an City. Since then, he has long served as the "leader" of the Party and government, successively serving as the District Mayor of Yanliang District, the Secretary of Yanliang District Committee, the Secretary of Baqiao District Committee, the Mayor of Yulin City, and the Secretary of Weinan City Committee. In 2018, he was promoted to the position of Deputy Governor of Shaanxi Province as the Secretary of the Weinan Municipal Party Committee. In September of the same year, he was transferred from the west to Northeast Liaoning.
After working in Liaoning for three years, he was once again transferred across provinces to the eastern coastal province of Shandong, serving as a member of the Standing Committee of the Shandong Provincial Party Committee and the Secretary of the Qingdao Municipal Party Committee. In June of last year, he was elected as the Deputy Secretary of the Shandong Provincial Party Committee and continued to serve as the Secretary of the Qingdao Municipal Party Committee. In October, he was elected as a member of the 20th Central Committee.

During his tenure as governor of this energy city, he repeatedly slapped the table and became angry, which many local officials and bosses have learned from. The article mentions that at that time, it was a critical period of transformation and upgrading in Yulin. This "temperamental mayor" left a deep impression on the local people in the fields of people's livelihood construction and economic transformation. At the moment of parting, a piece of paper titled "Yulin, My Loved Hometown" was eagerly circulated, making Yulin paper expensive for a while.
In the article "Yulin, my beloved hometown", Lu Zhiyuan listed several details of his work in Yulin. At a government special meeting that had just taken office, Lu Zhiyuan said, "I don't think this is a problem of having no money or land. It's because our governance philosophy has deviated, and our buttocks are not sitting on the side of the masses!" The article wrote, "For the first time, everyone has learned about my 'bad temper' as a new mayor.".
Lu Zhiyuan also mentioned in the article that when working in my hometown, I have "two fears": one is that I won't do well, and the other is that I won't be disturbed by personal relationships. There are many people asking for projects, funding, and jobs from me, and if not handled properly, it will affect the work of the municipal government. I have made a three chapter agreement: the government must abide by the law and regulations, policies must be transparent, and one must not bend the law for personal gain.
Meng Fanli is a cadre who has emerged from a university.
Like Lu Zhiyuan, Meng Fanli also holds a PhD in economics. He was born in September 1965 in Linyi, Shandong. He graduated from the Accounting Department of Shandong University of Economics in 1986 and stayed on as a teacher. After more than ten years, he grew up to become the head of the Finance and Accounting Department of the university. In 2000, he turned to politics and became the Deputy Director of the Finance Department of Shandong Province. Five years later, he switched to state-owned enterprises and served as the Vice Chairman and General Manager of Shandong Luxin Investment Holding Group, and later as the Chairman.
In March 2013, he left the enterprise and was transferred to the post of Director of the Department of Commerce of Shandong Province. Four months later, Meng Fanli became the acting mayor of Yantai and was later elected mayor. In 2015, he took over as Secretary of the CPC Yantai Municipal Committee and two years later, he was transferred to the post of Mayor of Qingdao.
During his tenure in Qingdao, Meng Fanli has repeatedly made high-profile speeches as a representative of the National People's Congress and the mayor of Qingdao. He once suggested at the National People's Congress and Chinese People's Political Consultative Conference to further clarify Qingdao's status as a national central city. In the 2020 National People's Congress and Chinese People's Political Consultative Conference, six pleadings were made to support the construction of a global ocean center city.
In September 2020, Meng Fanli left his hometown of Shandong, where he had been working for more than 30 years, and went north to Inner Mongolia to become a member of the Standing Committee of the Autonomous Region Party Committee and Secretary of the Baotou Municipal Party Committee. Baotou has a single industrial structure, weak innovation ability, and a shortage of talents, making it an old industrial city. After Meng Fanli took office in Baotou, he attached great importance to investment as a lever. According to local media in Inner Mongolia, he met and visited leaders of major domestic and foreign companies, chambers of commerce, and institutions 40 times in the first 23 days of taking office as the Secretary of the Baotou Municipal Party Committee.
In November 2021, Meng Fanli assumed the position of Deputy Secretary of the Party Committee of Inner Mongolia Autonomous Region. Last April, Meng Fanli went south to Shenzhen and was appointed as the Deputy Secretary of the Guangdong Provincial Party Committee and the Secretary of the Shenzhen Municipal Party Committee. In October, he was elected as a member of the 20th Central Committee.
One of Meng Fanli's important tasks after taking office as the Secretary of the Shenzhen Municipal Party Committee was to build Shenzhen into a leading demonstration zone for socialism with Chinese characteristics, a more globally influential economic center city, and a modern international metropolis.

He Zhongyou is one of the two full-time deputy secretaries of the Party Committee of Xinjiang Autonomous Region.
As mentioned above, most provincial Party committees implement the secretary allocation pattern of "one chief and two deputy", but the two autonomous regions of Xinjiang and Xizang are "one chief and four deputy". Except for the Chairman of the Xinjiang Autonomous Region Government, Erken Tuniazi, and the Secretary of the Xinjiang Production and Construction Corps Party Committee, Li Yifei, He Zhongyou and Zhang Chunlin are full-time deputy secretaries of the Party Committee. Unlike He Zhongyou, Zhang Chunlin currently holds a part-time position as the Secretary of the Education Working Committee of the Xinjiang Autonomous Region Party Committee.
He Zhongyou was born in November 1965 in Wuwei, Anhui. He graduated from Southwest Jiaotong University with a major in Computer and Application. In his early years, he worked at the Guangdong Provincial Institute of Transportation, the Guangdong Provincial Department of Transportation, and the Guangdong Provincial Highway Management Bureau. In 2003, he served as the Chief Engineer of the Guangdong Provincial Department of Transportation.
In 2005, he was transferred to the company and appointed as the General Manager of Guangdong Provincial Transportation Group. Two years later, he returned to the Guangdong Provincial Department of Transportation and served as the Director and Party Secretary. After the institutional reform, he was appointed as the Director and Party Secretary of the Guangdong Provincial Department of Transportation. In 2011, He Zhongyou was appointed as the Secretary of the Heyuan Municipal Party Committee. Five years later, he was promoted to the deputy ministerial level and appointed as the Deputy Governor of Guangdong Province. He later served as a member of the Standing Committee and Secretary of the Political and Legal Affairs Committee of Guangdong Province.
In September 2019, Zhang Qi, then member of the Standing Committee of the Hainan Provincial Party Committee and Secretary of the Haikou Municipal Party Committee, was investigated. Three months later, He Zhongyou went south to Hainan and served as a member of the Standing Committee of the Hainan Provincial Party Committee and the Secretary of the Haikou Municipal Party Committee. In October 2021, He Zhongyou once again took office across provinces and went to Xinjiang to serve as the Deputy Secretary of the Autonomous Region Party Committee. In May of this year, he replaced Yang Fasen as the Secretary of the Urumqi Municipal Party Committee.
Shi Xiaolin was a female alternate member of the Central Committee for two terms.
She was born in May 1969 in Yuyao, Zhejiang. Her early work experience mainly focused on Shanghai, where she served as the former Deputy District Mayor of Nanhui District, Deputy Secretary of Hongkou District Committee, Director and Party Secretary of Shanghai Civil Affairs Bureau, and Secretary of Putuo District Committee.
In May 2017, Shi Xiaolin was newly appointed as a member of the Standing Committee of the Shanghai Municipal Party Committee and concurrently served as the Minister of the United Front Work Department. She was the only woman in the leadership team of the Shanghai Municipal Party Committee at that time and also became the youngest provincial-level female standing committee member in the country at the time, at the age of 48. In October of the same year, she was elected as an alternate member of the 19th Central Committee.
In 2018, Shi Xiaolin crossed provinces to Jiangxi to serve as a member of the Standing Committee of the Jiangxi Provincial Party Committee and Minister of Propaganda Department. In August 2021, she once again crossed provinces to serve as a member of the Standing Committee of the Sichuan Provincial Party Committee and Secretary of the Chengdu Municipal Party Committee, becoming the youngest "leader" among the provincial capital cities and 15 vice provincial cities at that time. In October 2022, Shi Xiaolin was elected as a candidate member of the 20th Central Committee. She assumed the position of Deputy Secretary of the Sichuan Provincial Party Committee and continued to serve as Secretary of the Chengdu Municipal Party Committee until July of this year.
Wu Zhongqiong comes from the National Defense Science and Technology Commission.
She was born in September 1964 in Wuhan, Hubei. She is a senior engineer with a background in the aviation industry. After graduating with a master's degree in Aerospace Systems Engineering and Management Engineering from Beihang University in 1988, Wu Zhongqiong worked for a long time at China International Engineering Consulting Corporation and the National Defense Science and Technology Commission. Since 2003, she has served as the Deputy Director and Director of the Comprehensive Planning Department of the National Defense Science, Technology and Industry Commission, as well as the Director and Chief Engineer of the Development Planning Department of the National Defense Science, Technology and Industry Bureau.
In the autumn of 2010, the Organization Department of the Communist Party of China initiated the largest exchange and appointment of central and local cadres since the reform and opening up, with 66 young and middle-aged cadres selected from central and state organs serving in the local areas. Wu Zhongqiong is one of them and also one of the only three female cadres.
