3 people investigated and fabricated "female college students imprisoned and sexually assaulted during poor travel" online | rumors | sexual assault
On July 15, the Xizang Cyber Security Detachment WeChat official account "Xizang Cyber Police" of the Xizang Public Security Department released "Typical Cases of Combating Internet Rumors such as Falsifying" Female College Students Traveling in Poverty and Being Sexual Assassinated ", which said that in order to purify the Internet environment and crack down on online rumors in accordance with the law, the Cyber Security Bureau of the Ministry of Public Security deployed a 100 day special work to crack down on online rumors.
According to the article, according to the overall plan of the special action, the Xizang public security network security department has continued to increase its efforts to crack down on online rumors, insisting on opening up the road, promoting governance by fighting, and cracking down on all kinds of online rumors according to law. During the special action, the network security department of Xizang's public security organ investigated and dealt with 58 rumor mongers according to law, cleaned up 8424 online rumors, and announced five typical cases as follows:
1, "female college students travel poor Tibet imprisoned sexual assault" network rumor case.
In April 2023, a message was circulated on the Internet that "female college students were imprisoned and sexually assaulted by 58-year-old villagers while traveling in Tibet, and their tongues had been cut off when they were found. After verification by the public security organs in Tibet, the public security departments in the whole region have never received relevant or similar cases to the police.
According to the online description, "On December 31, 2015, a court in the Xizang Autonomous Region heard the case. Ayunga was sentenced to 8 years' imprisonment for rape and intentional injury". After verification by the judicial department of the autonomous region, no case described in the online description was heard.
The names of "Sun Yiyi" and "Ayunga" in the online article, as well as the details of the incident, are all fabricated, and the accompanying images are also stolen from the internet. After discovering relevant rumor information, Xizang's public security organs, together with relevant provincial and municipal public security departments, investigated and dealt with rumor mongers Qiu, Li and Wang according to law.
2. Internet Rumor Case of "Heavy Snow Causing Death of 3 Drivers"
In May 2023, Ma released a message on a short video platform saying: "due to snow and traffic jam for 3 days at the Tanggula Pass at an altitude of 5000 meters, 3 drivers entering Tibet died due to lack of oxygen".
After verification, there have been no recent incidents of casualties among passengers entering and exiting Tibet on the Anduo section of National Highway 109 at Tanggula Mountain Pass. From May 3rd to May 5th, the jurisdiction of Anduo County was affected by continuous snowfall and strong winds, causing severe snow and ice formation on the Anduo section of National Highway 109, resulting in vehicle congestion on some sections.
Ma only saw traffic congestion and fabricated rumors without verification in order to attract attention, uploading them to the internet, causing great panic to the unknown drivers and passengers. According to the relevant provisions of the Law of the People's Republic of China on Public Security Administration Punishments, the local police imposed administrative penalties on Ma in accordance with the law.
3, "relatives' children were abducted" network rumor case.
In May 2023, Bai released a message on the network platform: "I heard that there were child traffickers in Naqu. On May 8, a child from a relative's family near the geothermal area was abducted. The child was scattered with an unknown object and left a black mark on his body. Fortunately, passers-by found this problem and handed the child to his family safely. Parents must pay attention to protection when their children are out of school".
This information quickly attracted the attention, forwarding, and discussion of netizens. After a comprehensive investigation by the Cybersecurity Brigade of the Seni District Public Security Bureau in conjunction with other police types, it was found that the Seni District Public Security Bureau has not received any reports of child trafficking recently, and the information circulating online is a rumor.
Bai, who posted rumors, explained that it was said that "a relative's child was abducted and sold". Continuing to investigate, it was discovered that the child involved was only trying to scare his mother by claiming that he was almost abducted, but in fact, there was no such thing.
Considering that the perpetrator only added fuel and vinegar to the statement and subjectively did not intentionally spread rumors, the Nagqu Public Security Network Security Police criticized and educated Bai in accordance with the law, ordering relevant personnel to clarify the matter online.
4. Internet Rumor Case of "Child Stealing and Human Traffickers in Gize County"
In May 2023, Nimou spread a video on the Internet platform, with a voice saying: "There are traffickers who steal children in Gize County. Everyone should pay attention to it. The video quickly attracted the attention of local netizens".
After multiple verifications by the Network Security Brigade of the Gaize County Public Security Bureau in the Ali region, it was found that the Gaize County Public Security Bureau has not received any reports of child trafficking recently, and there are rumors circulating online that the video is related to child trafficking. According to Ni, who posted a rumor video, when he watched the surveillance footage at home, he found a man with suspicious movements in the footage. So he sent the surveillance video to his family, and after discussion, he suspected it was a thief.
As a result, the family members forwarded it to the group and fabricated a rumor that "there were human traffickers stealing children from the county", which caused a spread and had a negative impact. Alibaba Public Security Network Security Police have criticized and educated Ni in accordance with the law, and ordered Ni to clarify this matter in relevant groups.
5. Internet Rumor Case of "Stealing Children from the Mainland"
In May 2023, Luo, Zimou, A and others forwarded two videos of "stealing children" on the Internet. One of the video dubbing: "A parent almost suffered abduction when leaving a child alone in a car near a hospital in Ganzi, calling on teachers and parents to raise their awareness of anti-abduction".
Another video dubbing: "Everyone, please pay attention to your own children. More than 100 people have entered Tibet from the mainland and are specifically here to kidnap and sell children and steal valuable items. They have now arrived in Ganzi and Dege areas. I am just sharing this with this group to raise awareness of prevention.".
After verification by the Cybersecurity Detachment of Changdu Public Security Bureau, the relevant video information is a variant version of the old rumor. Four netizens, Luo, Ci, A, and A, who forwarded relevant videos, expressed that they also wanted more people to be vigilant and prevent children from being stolen, so they released the video. Changdu Public Security Network Security Police have criticized and educated four netizens in accordance with the law, and ordered relevant personnel to clarify this matter online.
In the article, the Xizang Cyber Police reminded that the Internet is not a place outside the law. It fabricates and deliberately spreads online rumors, ranging from tort liability to fine detention and even suspected of crime. For those who fabricate, spread, or spread rumors, the public security organs will investigate and punish them in accordance with the law and will not tolerate them.
