These fallen officials have become typical examples
The Hunan Provincial Commission for Discipline Inspection and Supervision takes investigating cases as the main focus and thoroughly investigates typical cases. Among them, Tu Bibo, former member of the Standing Committee of the Changde Municipal Party Committee and former Deputy Mayor of the Municipal Government, who fell from power on January 9th this year and was opened on June 17th, was listed as a typical example of using his power and influence to seize huge economic benefits for his relatives.
According to Tu Bibo's dual opening notice, after investigation, as a leading cadre of Party members, Tu Bibo has lost his ideals and beliefs, deviated from the Party's purpose, distorted and deformed his views on power, and engaged in both official and business activities. He has engaged in a large-scale family style corruption, seriously undermining the Party's political and social conduct. The implementation of the decisions and deployments of the Central Committee of the Communist Party of China is not resolute, and discounts and flexibility are applied, resulting in illegal operation of PPP projects and causing adverse political impact; Ignoring the spirit of the central eight point regulations and illegally accepting gifts; Engaging in long-term illegal business operations, turning public power into a tool for personal gain, recklessly serving as a platform for family businesses, and using power and influence to seize huge economic benefits for relatives; Moral corruption, engaging in inappropriate relationships with others; Taking advantage of one's position to seek benefits for others and illegally accepting huge amounts of property from others.
In the first half of this year, the Provincial Commission for Discipline Inspection and Supervision also investigated a number of typical cases, including Long Xiaohua, former governor of Xiangxi Tujia and Miao Autonomous Prefecture, and Yuan Yanwen, former director of the Provincial Department of Agriculture and Rural Affairs.
Nearly 130 spouses of department level "top leaders" were interviewed
In March of this year, the relevant officials of the Hunan Provincial Commission for Discipline Inspection and Supervision answered questions from reporters regarding the "Special Rectification Plan for Leading Cadres to Use Their Power or Influence to Make Profit for Family and Friends", interpreting the key issues and specific measures of the relevant work one by one.
"Not long ago, we held a themed event called 'Family Helping Integrity and Reunion'. The Secretary of the Provincial Commission for Discipline Inspection had a collective conversation with nearly 130 spouses of department level 'top leaders', warning and reminding leaders and their spouses to pay attention to family ethics and education." The relevant officials of the Hunan Provincial Commission for Discipline Inspection and Supervision introduced. In addition, 7 typical cases of provincial officials using their power or influence to profit for their relatives and friends have been publicly reported recently, warning leading cadres to learn from the case and strictly discipline themselves.
The main officials of the Hunan Provincial Commission for Discipline Inspection and Supervision stated that in recent years, there has been a common characteristic in the cases investigated and dealt with, which is that there have been fewer cases of "handling affairs with one hand and collecting money with the other", and there are more new forms of corruption such as hidden variations, renovation and upgrading, and some leading cadres cross over to help each other. "The core of this special rectification is to address the problem of hidden variations, renovation and upgrading of corrupt means."
It is understood that this special rectification not only focuses on the top leaders and members of the leadership team at all levels, but also includes retired and resigned cadres since the 18th National Congress of the Communist Party of China, achieving full coverage of the rectification targets.
On February 27th of this year, a special rectification meeting was held for Hunan Province's leading cadres to use their power or influence to make profits for their relatives and friends. Wang Shuangquan, member of the Standing Committee of the Provincial Party Committee, Secretary of the Provincial Commission for Discipline Inspection, and Director of the Provincial Supervision Commission, attended the meeting and delivered a speech.
The meeting emphasized the need to accurately grasp the scope of targets for rectification, closely monitor stubborn diseases that affect the political ecology of Hunan, such as illegal business enterprises, "lifting baskets" and "branding", and use the courage to scrape bones and treat poison, as well as the determination to break the wrist, to make further efforts and tackle difficulties in rectification. We must effectively strengthen rectification measures, conduct in-depth self-examination and self correction, comprehensively identify problem clues, and strictly deal with those who violate laws, regulations, and laws against the top wind, and report and expose them. We need to strengthen supervision over the correct exercise of power by leading cadres, promote the improvement of institutional mechanisms in areas such as family education and family conduct, and create and promote a good culture of respecting integrity and integrity, rejecting corruption and luxury.
In terms of rectification content, the focus is on rectifying the two major stubborn diseases that affect the political ecology of Hunan. One is the issue of illegally operating businesses. Specifically, it includes: spouses, children, and their spouses of leading cadres engaging in business and enterprise operations in violation of prohibition regulations; Leaders who fail to truthfully and timely report on their spouses, children, and their spouse's business operations; Leaders use their power or position to provide convenience and seek benefits for themselves or the spouses, children, and their spouses of other leaders in conducting business and running enterprises; Leaders themselves engage in illegal business operations or engage in part-time work for remuneration.
The second is the issue of "branding" and "carrying baskets". Specifically, it includes: relatives of leading cadres and other specific related parties using the influence of their authority or position, using the influence of their parents or relatives of leading cadres to "brand" or "basket" for profit in public resource transactions, real estate development, administrative approval, state-owned asset management, financial business development, and other matters; Leaders and cadres use their power or influence in their positions to provide convenience and assistance to each other's relatives and other specific stakeholders for profit; Relatives of leading cadres and other specific stakeholders use the influence of leading cadres to seek mutual benefits. In addition, a bottom line clause has been set up to eliminate other issues of using the influence of leading cadres for personal gain and corruption.
According to an article published on the website of the Central Commission for Discipline Inspection today, as of the end of May, the disciplinary inspection and supervision organs in Hunan Province have investigated and handled 359 cases of leading cadres using their power or influence to profit for their relatives and friends, dealt with 138 people, imposed party discipline and government penalties on 95 people, and reported and exposed 206 people in 64 batches.
