Recently, the official website of the Hangzhou Housing Security and Real Estate Management Bureau announced a penalty case, in which the party involved failed to truthfully report their family income when applying for affordable housing, and their eligibility to purchase affordable housing was revoked and held accountable in accordance with regulations. According to the information on the purchase permit, the applicant's application occurred in 2001.
So, how were the violations that occurred over 20 years ago discovered? How should we deal with such violations?
The "accountability period" is lifelong
Dozens of households have been investigated
Affordable housing is a historical product that may be unfamiliar to many homebuyers today. The affordable housing in the urban area of Hangzhou was launched in 2000 and suspended in 2016, with a total of 85000 units sold before and after. As an important form of housing security in the past, affordable housing was mainly aimed at middle and low-income families, so there were corresponding requirements for the property status, income status, and marital status of the applying families.
The Qian Bao reporter learned that there have been over 50 cases of revoking the eligibility to purchase affordable housing announced on the official website of the Hangzhou Housing Security and Real Estate Management Bureau so far. The proportion of violations, from high to low, is as follows: failure to truthfully report housing status, failure to truthfully report income status, and failure to truthfully report marital status.
The staff of the relevant department explained that the clues related to the illegal application for affordable housing are reported by the public and verified by relevant departments. Moreover, there is no time limit for tracing, which means that the "accountability period" is lifelong. As long as it is verified that there were violations during the application process in that year, corresponding accountability will be carried out.
For example, in 2008, Huo applied for an affordable housing in Xia Sha Ming and Yuan Xin He Fang under the name of a single household. However, in the process of applying for the property certificate in 2013, the property registration management department found that his marital status did not match the application, ultimately leading to the Dongchuang incident.
Even some are due to internal family conflicts. A family once had a problem with property inheritance, which caused one of their children to be dissatisfied and reported to the relevant department, stating that their parents did not truthfully report the family's property situation when applying for affordable housing that year. After investigation, it was found that the eligibility of the household to purchase affordable housing was revoked.

New regulations introduced in 2017
Take back the house or make up for the price difference
Hangzhou has always had clear regulations regarding the situation where the parties involved engage in fraudulent buying of affordable housing. For those who have illegally purchased affordable housing, the purchased affordable housing shall be recovered or ordered to pay the price difference with the average price of commercial housing in the same location.
On November 1, 2017, the "Operating Regulations for the Illegal Application of Economically Affordable Housing Recovery and Price Adjustment in Hangzhou City" was officially implemented, and the handling methods were further clarified. There are mainly two ways: to recover or make up for the price difference. According to regulations, if the party concerned chooses to take back the economically affordable housing they have purchased, and the housing is still suitable as affordable housing after being taken back, they shall be ordered to take it back; If the party concerned chooses to make up for the price difference, or if the housing is no longer suitable for use as affordable housing after being reclaimed, they shall be ordered to make up for the price difference.
If it is a price difference, the calculation method for the price difference is x the total building area of the house. Since 2013, Hangzhou has released the latest market evaluation prices for affordable housing communities in September each year, providing a pricing basis for compensating for price differences.
Due to the significant increase in housing prices in Hangzhou in the past 20 years, according to this method of price adjustment, the price adjustment is generally above 1 million yuan, with the highest even approaching 2 million yuan.
Temporary suspension of acceptance for affordable housing
Apply for multiple forms of protection to appear on stage
After completing its phased mission, Hangzhou's affordable housing has suspended the acceptance of applications since 2016, followed by new types of affordable housing such as public rental housing and affordable rental housing.
In the past decade, Hangzhou has provided over 350000 households with public rental housing, becoming the main form of solving the housing problem for low - and middle-income families without housing. At present, big data from relevant departments such as property registration, marriage registration, and taxation has been connected to the internet, which has brought great convenience to data review and further blocked the space for fraud. For example, false property certificates or registered residence certificates are now impossible to muddle through.
In addition, with the use of new technologies and methods, the management of public rental housing is becoming increasingly standardized. Nowadays, public rental housing in Hangzhou has adopted an access control system and strengthened intelligent management, which has dispelled the idea of very few people applying for public rental housing for subletting and profit, and truly used affordable housing for the most needy population.
