According to online video footage, the approach bridge of Jishan Bridge was cut off by floods, and the section near the river was blocked. The river was turbulent, and the situation was severe. On July 4th, the reporter saw at the scene that the approach bridge of Jishan Bridge had indeed been cut off by floods. It is understood that the Jishan Bridge is a submerged bridge, which is a simple bridge built on a river. The bridge elevation is designed according to the normal water level, allowing water to overflow from the bridge deck during floods, and prohibiting passage when water overflows the bridge deck.
On the afternoon of July 4, the reporter contacted a villager of He Damiao Village who did not want to be named. The villager said: "The Jishan Bridge has been built for seven or eight years. In the rainstorm on the evening of July 3, the flood rose rapidly, leading to the drowning of cattle on the river bank."

It is understood that at 21:25 on July 3, Queshan County Meteorological Station upgraded the rainstorm warning signal from orange to red, and the rainfall is expected to reach more than 100 mm within three hours. The continuous rainstorm weather is one of the reasons why the accident occurred and the subsequent search and rescue work was difficult.
According to insiders, at the time of the accident, the vehicle that was washed away by the water was stuck between the approach bridge and the main bridge. The owner called the police around 12 am to seek help, but due to the location of the accident in a mountainous area, the flood has blocked the road, causing rescue personnel to be unable to arrive in time. The local police station urgently contacted the He Damiao village committee, hoping to find a faster way to the scene. The village committee organized personnel to take a detour to get there. Around 1am, villagers reported that they could no longer see the headlights of the vehicle, speculating that it had been washed away by the flood.
The reporter learned that as of now, an 8-year-old child has been rescued. The boy was carrying a ball and was washed away by the flood far away from the Jishan Bridge, constantly calling for help. Fortunately, he was discovered and successfully rescued, and has been sent to the county hospital.
On the afternoon of July 4th, the reporter called the People's Government of Wagang Town, Queshan County, hoping to learn about the accident situation. The staff stated that the accident occurred in Shigunhe Town and the latest information has not been obtained yet.
Subsequently, the reporter contacted Li Gang, Deputy Secretary of the Party Committee and Mayor of Shigunhe Town, who said to the reporter, "As far as I know, it was a branch secretary and a villager from Wagang Town who rescued this child.
