According to the Flood Control and Drought Relief Command of Shulan City, large-scale heavy rainfall has occurred in the northern part of Jilin Province due to the combined influence of residual water vapor from Typhoon No. 5 "Dussuri" moving northward and shear at the rear of the subtropical high. Especially, continuous rainfall has been occurring in Shulan City since the night of August 1st. As of 15:00 on August 4th, the average rainfall in Shulan City reached 111.7 millimeters. The rainfall at Yongsheng Forest Farm, the center of heavy rainfall, reached 489.0 millimeters, which is 4.72 times the historical maximum of 103.6 millimeters. In addition, the rainfall at 9 stations reached 2-4 times the historical extreme. The maximum rainfall intensity occurred at 19:00 on August 3rd in Jinma Town, with an hourly rainfall intensity of 95.7 millimeters.
Continuous heavy rainfall has caused flooding in villages and towns such as Jinma Town, Kaiyuan Town, and Qili Township in Shulan City, with some bridges collapsing and roads damaged. It is reported that as of 19:30 on August 4th, this round of heavy rainfall has caused one death and four people to be lost.
At 23:10 on August 3rd, in accordance with the requirements of the provincial and municipal flood control deployment, the Shulan city flood control emergency response level was raised to level one. Eight working groups, including rescue and supply guarantee, have been established to fully carry out rescue and disaster relief work. Provincial and municipal reinforcements have also arrived locally to carry out work. In response to this round of heavy rainfall, 14380 affected people have been gradually relocated in Shulan. At present, this round of disaster has caused 134000 people to be affected, with 7 townships severely affected, with 3 townships in the east being the most severe. The economic losses caused by the disaster are currently being counted.
