In response to issues such as illegal eating, drinking, and drunk driving among cadres, Qinghai continues to implement high-pressure rectification measures.
After exposing 9 cases of disciplinary violations that occurred in May on June 9th, the Qinghai Provincial Commission for Discipline Inspection and Supervision reported 10 cases of drunk violations by party members and cadres since the 19th National Congress of the Communist Party of China on June 12th.
These 12 officials involved, some of whom injured people or destroyed property, some obstructed the execution of official duties, some provoked and caused trouble, and some drove under the influence of alcohol, were ultimately punished with serious demerits, dismissed from office, and dismissed from public office.

In order to continuously strengthen the rectification of conduct and discipline, educate and alert Party members, cadres, and public officials on violations of discipline and law, and deeply promote special education and rectification through cases, the Qinghai Provincial Commission for Discipline Inspection and Supervision has investigated and investigated the issue of Party members and cadres being involved in alcohol since the 19th National Congress of the Communist Party of China. Now, 10 cases of post alcohol illegal and disciplinary violations are reported as follows.
1. Feng Guohua, member of the Party Committee and Deputy Mayor of Huatugou Town, Mangya City, Haixi Prefecture, is involved in drunk driving. On May 26, 2022, Feng Guohua was caught driving a motor vehicle under the influence of alcohol by the public security organs, and was fined an administrative fine of 1900 yuan. His motor vehicle driver's license was temporarily suspended for 6 months. In March 2023, Feng Guohua was given a warning within the party and a disciplinary record for administrative misconduct.
2. Hou Zicai, a cadre of the Ledu District Finance Bureau in Haidong City, intentionally harmed others while drunk. On November 7, 2021, Hou Zicai, on his way home after drinking, had a dispute with someone else and intentionally injured them. He was administratively detained by the public security organs for 7 days and fined 200 yuan. In April 2022, Hou Zicai was given a serious warning within the party.
3. The fourth level chief clerk of Zhalinghu Township People's Government in Maduo County, Guoluo Prefecture, Suonan Cairang, is responsible for causing trouble after drinking alcohol. On August 14, 2021, after being drunk, Suo Nancai entered an entertainment venue and unreasonably assaulted, harassed, and insulted others. He was administratively detained by the public security organs for 15 days. In December 2021, Sonan was punished with a major administrative demerit.
4. Yang Mingliang, the captain of the Labor Security Supervision Brigade in Huangzhong District, Xining City, caused trouble after drinking alcohol. On July 2, 2021, Yang Mingliang was administratively detained by the public security organs for 7 days for provoking and causing trouble under the influence of alcohol, harassing and chasing passersby. In November 2021, Yang Mingliang was given a serious warning within the party and was dismissed from government office.

5. Shaanxi Guoqiang, a cadre of the Law Enforcement Brigade of Tongren City Urban Management Bureau in Huangnan Prefecture, was involved in a traffic accident while driving a law enforcement vehicle under the influence of alcohol without a license. On April 4, 2020, Shaanxi Guoqiang illegally equipped a sealed law enforcement vehicle key and drove the sealed law enforcement vehicle without a license while drunk, causing damage to two vehicles and minor injuries to personnel. He committed the crime of dangerous driving and was sentenced to 5 months of detention and a fine of 2000 yuan. In July 2021, Shaanxi Guoqiang was dismissed from public office.
6. The issue of officials such as Ding Shouxi and Sun Qidong from the Employment Bureau of Golmud City, Haixi Prefecture, assaulting others while drunk. On December 12, 2020, Ding Shouxi, Sun Qidong, and others had a dispute with someone while drinking in a KTV private room. Subsequently, the two sides engaged in physical altercation, resulting in injuries to the other person. The public security organs imposed administrative detention and fines respectively. In March 2021, Ding Shouxi and Sun Qidong were both given serious warnings within the party.
7. Zhong Cai, the supervisor of the Supervision Office of the Education Bureau in Jiuzhi County, Guoluo Prefecture, caused trouble after drinking alcohol. On October 2, 2020, Zhong Cai drove to a public place under the influence of alcohol, assaulted others and damaged their property. He was administratively detained by the public security organs for 10 days and fined 500 yuan. In January 2021, Zhong Cai was given a serious warning within the party and a disciplinary record of a major administrative demerit.
8. Price supervision and inspection in Qinghai Province, as well as the issue of officials from the Anti Monopoly Bureau, such as Ban Ma Cairang and Xue Shaohua, obstructing the execution of official duties after drinking alcohol. On February 11, 2020, while escorting Xue Shaohua home under the influence of alcohol, Banma Cairang had a dispute with others, assaulted community staff, and obstructed law enforcement by the police at the scene. The two were punished by the public security organs with administrative detention and fines respectively. In February 2020, Xue Shaohua was given a serious warning within the party and was dismissed from government office; Bama was dismissed from office by the government.
9. Cadres from the Civil Affairs Bureau of Qilian County, Haibei Prefecture, have shown great talent in causing trouble after drinking alcohol. On June 1, 2019, after drinking alcohol, Cai Cai Shi entered a public place and had a dispute with others, causing damage to their property. He was administratively detained by the public security organs for 9 days. In October 2019, Cai Shijia was given a serious warning within the party.
10. Officials from the Finance Bureau of Banma County, Guoluo Prefecture only allowed the Eastern Lord to intentionally damage property after drinking. On July 1, 2018, after getting drunk, the owner was allowed to hold stones and smash multiple parked cars on the roadside, causing damage to the vehicles. He was administratively detained by the public security organs for 7 days and fined 500 yuan. It was only in August 2018 that the host was given a disciplinary action for administrative misconduct.
The above 10 cases, some of which injured people and destroyed property, some obstructed the execution of official duties, some provoked and caused trouble, and some drove under the influence of alcohol, all of which ultimately paid a painful price. Party members, cadres, and public officials should fully understand the importance of strictly implementing the "Ten Strict Prohibitions", enhance their awareness of discipline and law, build a solid ideological defense line, and always be aware of awe, guarded, and kept to the bottom line. Party organizations at all levels should conscientiously implement the main responsibility of comprehensively and strictly governing the Party, strengthen daily education, supervision, and management, and urge Party members and cadres to follow rules and regulations as models. Disciplinary inspection and supervision organs at all levels should strengthen coordination and linkage with public security organs, quickly investigate and deal with clues of disciplinary and legal violations committed by party members, cadres, and public officials under the influence of alcohol, and thoroughly investigate problems such as the transmission of interests behind illegal eating and drinking, persuasion and greeting, power exchange, and creating "small circles". Once discovered, they should be investigated and dealt with together, and will not be tolerated.
