120 people reported problems and explained that they were rectifying party members and cadres who violated regulations by participating in private lending supervision committees | party members and cadres | lending in one place
The reporter learned from the Discipline Inspection Commission and Supervision Commission of Huangshi City, Hubei Province that starting from April this year, the city's Discipline Inspection Commission and Supervision Commission, in conjunction with the Organization Department of the Municipal Party Committee, have launched a special campaign to crack down on the illegal participation of party members and cadres in private lending throughout the city. As of now, a total of 27 party members and cadres have been investigated and dealt with, including 3 county-level cadres, and 2.4789 million yuan in illegal profit-making funds have been recovered.
The special rectification focuses on four groups: civil servants of party and government organs, leadership teams and middle-level cadres of various levels of public institutions, leadership teams and middle-level managers of state-owned enterprises, and cadres who have been retired for less than three years. The focus is on rectifying five aspects of borrowing behavior, including using position convenience or authority to influence high-interest lending of funds, lending funds to management service recipients, obtaining large returns through private lending, providing paid guarantees for others, and violating disciplinary and legal regulations.
In response to the inaccurate understanding of the boundary between illegal lending and normal private lending by party members and cadres, the Municipal Commission for Discipline Inspection and Supervision has issued a compilation of learning materials on party members and cadres' illegal participation in private lending, as well as a special issue on theoretical and practical discussions on illegal participation in private lending, to conduct in-depth policy lectures and guide party members and cadres in the city to carefully compare, self inspect and correct themselves. As of now, a total of 120 people have voluntarily reported and provided explanations on their illegal participation in private lending. On this basis, the Discipline Inspection Commission and Supervision Commission of the city focused on industries, key positions, and key populations that are prone to illegal lending, and carried out targeted supervision on 7 counties and 18 municipal government units in the city through special inspections and random sampling. A sampling inspection and individual interviews were conducted on 294 individuals who reported as normal private lending through self inspection, and 20 related problem clues were found.
In order to ensure that the clues to the problem are not missed or lost, the disciplinary inspection and supervision organs at all levels in Huangshi City have carried out a thorough clearance of the clues related to the illegal participation of party members, cadres, and public officials in private lending since the 18th National Congress of the Communist Party of China, and have focused on supervising the 10 unresolved clues. Strengthen communication with the public security bureau, procuratorate, and court in areas such as illegal loan information inquiry, lead transfer, and case handling, and build a collaborative mechanism that cooperates and connects smoothly. For example, the coordinating court sorted out more than 13000 cases of civil lending disputes in the city, and compared more than 600 cases of borrowing by party members, cadres, and public officials. Currently, 18 problem clues have been identified, and 16 people have been punished.
Adhere to learning from cases and promoting reform through cases, and promote the improvement of relevant institutional mechanisms. Through in-depth analysis and punishment of five typical problems, including "behind the scenes command", "emotional investment", "real bribery through name borrowing", "high interest loan conversion", and "professional lending", the Huangshi Municipal Commission for Discipline Inspection and Supervision has formulated the "Huangshi City Measures to Prevent Party Members and Cadres from Participating in Illegal Private Lending Behaviors". Incorporate participation in private lending into anti-corruption records, annual reports on work and integrity, and democratic life meetings for comparison and inspection, and continuously consolidate the achievements of special rectification. We will closely monitor the "four management" positions of managing personnel, money, materials, and approvals, as well as the "three new" cadres who have been newly promoted, hired, or joined the Party, and carry out disciplinary education. We will incorporate the prohibition of illegal participation in private lending into the training content of cadres and incorporate activities such as "family assistance for integrity". We will strive to make compliance with rules and regulations, integrity, and anti-corruption a code of conduct that Party members and cadres are not aware of.
