Beijing Municipal Party Committee's Cyberspace Office Holds a Guidance Meeting on Rectification of Personal Information Collection and Use of Apps
Since May this year, the Cyberspace Administration of the Municipal Party Committee, in conjunction with the Municipal Communication Management Bureau, the Municipal Public Security Bureau, the Municipal Market Supervision Bureau and other departments, has continued to carry out a special governance action on the collection and use of personal information through apps throughout the city, comprehensively tightening the main responsibility of platform enterprises, improving data compliance capabilities, effectively ensuring the security of user personal information, and effectively promoting the healthy development of the digital economy in our city.
On July 13, the Cyberspace Office of the Beijing Municipal Committee of the Communist Party of China, together with the Beijing Branch of the National Internet Emergency Center, organized a rectification guidance meeting. Ten enterprises, including "flash delivery", "Shunfeng intra city express delivery", "barley", "market direct recruitment", "100 million pass", "butter camera", "today's watermark camera", "oasis", "baby tree breeding", and "Qilu talent", were collectively notified of the problem of illegal collection of personal information by apps found in the special governance action, and issued a Rectification Notice one by one, guiding enterprises to carry out product compliance transformation and requiring rectification within a time limit.
Recently, the Cyberspace Administration of the Municipal Party Committee organized and completed the first round of supervision and inspection work for this year's special governance action. A total of 58 apps with high download usage, including photography and beautification, job seeking and recruitment, and email and express delivery, were subjected to technical testing. The inspection found that "violating the principle of necessity, collecting personal information unrelated to the services provided", "not clearly indicating the purpose, method, and scope of collecting and using personal information", and "collecting and using personal information without user consent" were more prominent issues. Except for the 10 enterprises mentioned above, the rectification work of other enterprises was supervised and completed by the Cyberspace Administration of the Dongcheng, Xicheng, Chaoyang, Fengtai, Shijingshan, Haidian, Shunyi, Daxing, Changping, Pinggu, Huairou and other district committees.
Next, the Cyberspace Administration of the Beijing Municipal Party Committee will continue to coordinate development and security, increase supervision, inspection, and guidance to promote reform, promote the advancement of management "checkpoints", enhance the proactive compliance awareness and ability of platform enterprises, ensure the security of user personal information, and promote the healthy development of enterprises.
