Shanghai has opened a number of new primary and secondary schools, expanded the supply of high-quality educational resources, and made efforts to meet the enrollment needs of residents. By configuring advanced facilities and equipment, Shanghai has introduced high-quality educational resources to achieve high-quality development of schools.

Starting from 2018, Shanghai has vigorously implemented the project of strengthening public junior high schools. After about 5 years of efforts, positive results have been achieved. On the basis of covering about 85% of compulsory education schools in school districts and groups, and more than 20% of school districts and groups being closely integrated, this city has issued the "Three Year Action Plan for the Construction of Demonstration School Districts and Groups in Shanghai", initiating the creation of demonstration school districts and groups. Demonstration school districts and group construction particularly emphasize the mobility of backbone teachers. The number of teachers who flow into relatively weak schools each year should not be less than 20% of the total number of teachers who meet the conditions for exchange and rotation. Among them, the number of outstanding backbone teachers in the field of education and teaching should not be less than 30%, and the mobility period should not be less than 3 years; Targeting relatively weak schools, teacher groups should be implemented to attract at least 3 teachers, and package classes, teaching and research guidance, and project research should be carried out; Teachers who enter relatively weak junior high schools should also focus on covering the scoring subjects of academic proficiency exams. The construction of exemplary school districts and groups also emphasizes the co construction and sharing of curriculum and teaching resources. It is stipulated that each school within the school district and group has at least one shared course per semester, and the number of shareable courses should not be less than five and increase year by year. The joint teaching and research of various disciplines within the school district and group should not be less than five times per semester.

In terms of evaluation methods, an integrated evaluation system is implemented, focusing on the school district and group as a whole to carry out comprehensive evaluation of teaching quality, clarifying relevant evaluation indicators, including the academic level of students in related subjects. The inter school difference rate between student segments meets the quality balance standard, and relatively weak schools make significant progress; For junior high school students, the passing rate of their academic level in each school shall not be less than 99%, the completion rate of the allocation of experimental demonstration high school quotas to the school plan in the city shall reach 100%, and the satisfaction rate of parents, teachers and other groups shall not be less than 90%. At present, each district is laying out exemplary school districts and group creation work, and a batch of school districts and groups will gradually enter the creation and evaluation sequence.

Since 2020, with a focus on transforming teaching methods and cultivating students' creative problem-solving abilities, our city has implemented a three-year action plan for project-based learning in compulsory education. We have explored and implemented project-based learning in 2 experimental zones, 4 creation zones, 15 municipal level seed experimental schools, and 54 municipal level project experimental schools. We have trained nearly 200 "seed teachers" with leading and demonstrative roles, and have initially constructed a database of online typical case resources for project-based learning. This year, Shanghai's application for "How to Implement Literacy: Shanghai Innovation and Practice in Project based Learning Education" won the first prize of the 2022 National Teaching Achievement Award for Basic Education. In order to further improve the quality of compulsory education, starting from this autumn semester, the Municipal Education Commission will comprehensively promote the implementation of project-based learning in compulsory education schools, based on the curriculum plan and standards of compulsory education, and guided by the cultivation of students' creative problem-solving abilities.

The Municipal Education Commission emphasizes the integration of project-based learning into the curriculum implementation system, reflected in the school's curriculum design, teaching arrangements, teacher training, teaching management, curriculum evaluation, etc., promoting normalized implementation, and focusing on building a typical case library, strengthening training guidance, strengthening evaluation reform support, and improving implementation effectiveness. The implementation of project-based learning in this city mainly includes three types of carriers: activity projects, disciplinary projects, and interdisciplinary projects. Schools are encouraged to innovate independently and explore effective practical paths for project-based learning.
