In the new semester, Shanghai compulsory education schools will comprehensively promote the implementation of project-based learning and cultivate students' creative problem-solving abilities
Starting from the new semester, the Shanghai Municipal Education Commission will comprehensively promote the implementation of project-based learning in compulsory education schools. Recently, the Municipal Education Commission issued guidance on implementing project-based learning to promote the reform of compulsory education education methods. In 2024, we strive to cover all schools in the compulsory education stage through project-based learning.
Next year, we will strive for project-based learning to cover all schools in compulsory education
In order to cultivate students' creative problem-solving abilities and promote the construction of an education powerhouse, based on the implementation of the Shanghai Compulsory Education Project based Learning Three Year Action Plan, the Municipal Education Commission has put forward guidance on further implementing project-based learning, promoting the reform of compulsory education education methods, and comprehensively improving the quality of compulsory education. In 2023, Shanghai fully launched the implementation of project-based learning. In 2024, a typical case library of project-based learning covering all grades and disciplines will be basically established at the municipal level, striving to cover all schools in the compulsory education stage through project-based learning. In 2025, the typical case library of project-based learning will be further enriched, and a large number of reform achievements in project-based learning will emerge in various regions. In 2026, compulsory education schools will implement project-based learning on a regular basis, and there will be positive changes in the teaching philosophy, teaching behavior, and student learning methods of teachers, basically forming a new pattern of teaching and learning.
The guiding opinions are clear, and each district should guide schools to implement project-based learning requirements in the curriculum implementation plan in accordance with the relevant provisions of the city's compulsory education curriculum implementation measures. Based on the actual situation of the school, project-based learning is incorporated into the school's curriculum implementation plan, which is reflected in the school's curriculum design, teaching arrangements, teacher training, teaching management, curriculum evaluation, and other aspects. In principle, the number of subject project-based learning hours per semester in national curricula shall not be less than 5%, and the proportion of project-based learning hours in local and school-based curricula shall not be less than 5%. The school education and teaching team guides and supports students to continuously explore and creatively solve problems through authentic and challenging problem situations, and presents relevant learning outcomes through personalized means.
[The school conducts project-based learning for all staff training]
Led by the Municipal College of Teacher Education, a project-based learning backbone training course will be held. The Municipal Institute of Education Science will provide teacher training course resources, with a focus on improving the professional competence of teachers and researchers in the field of project-based learning in the city and district. The teaching and research team of the Municipal Teachers Education College and the General Education Research Institute of the Municipal Education Science Research Institute shall provide teaching and research guidance. Each district regards project-based learning as an important content of disciplinary and interdisciplinary research and training, forms training programs, and conducts at least one district level project-based learning thematic research and training activity every semester. The school conducts project-based learning training for all staff, and in principle, at least one project-based learning teaching and research activity is carried out every semester to improve the understanding and implementation ability of teachers towards project-based learning.
On the basis of preliminary experiments, the Municipal Institute of Education Science has refined and formed the basic operation mode for project-based learning design and implementation, and led the development of project-based learning resources and tools. Focus on a group of relatively weak schools, increase professional investment, and focus on promoting high-quality project-based learning in relatively weak schools. Expand the existing Shanghai project chemistry learning case library, enrich and improve typical cases that can be promoted throughout the city through case collection and other methods, and provide reference activity projects, subject projects, and interdisciplinary project cases for teachers of all disciplines and grades.
Meanwhile, optimize the implementation space and environment. In principle, each school should establish at least one interdisciplinary comprehensive learning space to support the implementation of project-based learning. Optimize the layout of various learning spaces such as regular classrooms, dedicated classrooms, and laboratories, expand teaching functions, and allocate facilities, equipment, and learning resources reasonably according to the needs of project-based learning. Create an efficient interactive and resource rich digital learning environment for students, and leverage the educational function of the environment. Encourage and support districts and schools to actively connect with various social resources such as higher education institutions, research institutes, science popularization and cultural venues, enterprises, and scientific innovation practice workstations, and introduce outstanding workers from fields such as science and technology, medical care, law, and culture outside the campus as needed, to cooperate and guide students in carrying out project-based learning and innovation practices.
[Incorporate the implementation of project-based learning into the scope of educational supervision]
In promoting evaluation reform, innovate evaluation methods and methods. The Municipal Education Science Research Institute has developed a quality evaluation standard for project-based learning, providing a basic basis for cultivating students' innovative and creative abilities and improving the quality of project-based learning. Schools should pay attention to students' observation, recording, and analysis of the exploration process and results, pay attention to their development and progress, encourage diverse expression, and form a consistent evaluation system with project-based learning characteristics for teaching, learning, and evaluation.
Strengthen the supporting reform of evaluation, optimize the comprehensive quality evaluation system for students, and make the project-based learning process and results an important part of student comprehensive quality evaluation. Promote the reform of teaching quality evaluation in compulsory education, and regard the implementation of project-based learning as an important indicator for evaluating teacher teaching methods and school curriculum leadership. Explore the implementation of project-based learning as a comprehensive evaluation and on-site evaluation of quota allocation for experimental demonstration high schools in the city, with a focus on testing students' creative problem-solving abilities. Each district and school should promote the reform of compulsory education examination evaluation, pay attention to problem solving orientation, and increase the proportion of comprehensive, open, applied, and exploratory test questions.
The Municipal Institute of Education Science and the Municipal College of Teacher Education should integrate multiple professional forces, strengthen support and guidance for schools and teachers. The school should establish a project-based learning promotion group with the principal as the core, and incorporate project-based learning into the school's semester teaching plan. In order to optimize supervision and assessment, the education supervision department will include the implementation of project-based learning in the scope of education supervision. Each district should include the implementation of project-based learning in the scope of performance evaluation for each school. Make project-based learning the content of standardized training for novice teachers. Explore the inclusion of project-based learning and teaching resources created by teachers themselves and shared through municipal and above information platforms in the educational and teaching practice research results of senior teacher title evaluation. In the distribution of performance-based pay in schools, appropriate rewards should be given to teachers who actively participate in project-based learning practices and achieve innovative breakthroughs.
