It particularly emphasizes the rational arrangement of children's summer life, the rational and cautious selection of summer camps, research schools, study tours, and off campus training, to prevent incidents that infringe on the legitimate rights and interests of students and harm their physical and mental health.
The notice points out that various regions should deeply learn from the lessons of recent safety accidents in some areas, strictly implement safety work responsibilities, closely monitor potential hazards, comprehensively identify risks, and effectively carry out summer safety work to ensure the life safety and physical and mental health of primary and secondary school students during the summer vacation. Various regions should conscientiously carry out summer safety education, remind primary and secondary school students to pay attention to their own safety when going out during the summer, especially not to swim in the water without authorization, not to drive motor vehicles, not to trust network information, not to participate in network superstition and gambling activities, and strictly prevent various safety incidents from occurring. We should guide schools to make full use of the summer to thoroughly investigate and rectify various campus safety hazards and weak links, and ensure the smooth start of the autumn semester. Cooperate with the public security traffic management department to strengthen the road traffic safety improvement around the school, optimize the internal traffic organization and order management within the school. Cooperate with market supervision, public security, cultural and tourism departments, standardize and renovate various business venues around the campus, and effectively purify the surrounding environment. Schools that have the conditions to provide summer care services should adhere to the principles of public welfare, voluntary participation of teachers, and voluntary participation of parents and students, and provide summer care services to students in need, effectively solving the problem of difficult summer care for students.
Various regions should work together with relevant departments to strengthen the management of key public places and provide safe and orderly activity spaces for primary and secondary school students. We should work together with the street, the Communist Youth League, women's federations, trade unions and other departments to organize a variety of social practice activities for primary and secondary school students during the summer, promoting their comprehensive development and healthy growth. Previously, the Ministry of Education issued a notice on the 2023 summer special action plan to carry out off campus training and "supervise and protect seedlings" nationwide from July to August. It stated that disciplinary hidden mutation training should be strictly investigated and dealt with, and the grid based comprehensive governance mechanism should be well utilized. Special rectification measures should be taken to address issues such as "one-on-one", "home teachers", "high-end housekeeping", and illegal training in the name of summer camps, study tours, and custody classes, in order to prevent summer from becoming the third semester.
