On the morning of September 5th, the Central Commission for Discipline Inspection and the National Supervisory Commission announced that Shang Liguang, Deputy Secretary of the Shanxi Provincial Party Committee, is suspected of serious violations of discipline and law and is currently undergoing disciplinary review and supervisory investigation by the Central Commission for Discipline Inspection and the National Supervisory Commission. So far this year, 33 central management cadres have been demobilized, exceeding the total number of last year.
Shang Liguang was born in November 1963 in Julu, Hebei. He holds a postgraduate degree from the Central Party School and a Master's degree in Business Administration from Nanyang Technological University in Singapore. He has worked in the disciplinary inspection system for 26 years.
After graduating from the Xingtai Finance and Trade School in Hebei Province in 1981, Shang Liguang joined the Pingxiang County Statistics Bureau as a statistician, and three years later became the Deputy Director of the Pingxiang County Audit Bureau. After another three years, Shang Liguang began working in the disciplinary inspection system. Since 1987, he has successively served as a deputy department level cadre, deputy department level inspector, and deputy director of the research office of the Xingtai Regional Commission for Discipline Inspection. In 1990, he joined the Provincial Commission for Discipline Inspection as the chief clerk of the office. In 1992, he was appointed as the deputy department level disciplinary inspector of the Provincial Commission for Discipline Inspection Office at the age of 28.
Afterwards, Shang Liguang served as the Deputy Director of the Secretariat of the General Office of the Provincial Commission for Discipline Inspection, the Discipline Inspection Inspector at the department level, the Deputy Director of the Propaganda and Education Office, and the Director of the Propaganda and Education Office. He also served as a member of the Standing Committee and Secretary General of the Hebei Provincial Commission for Discipline Inspection. In 2006, Shang Liguang was appointed as the Deputy Secretary of the Discipline Inspection Commission of Hebei Province, and four years later became the Executive Deputy Secretary. In 2013, Shang Liguang left the disciplinary inspection system and became the Deputy Secretary and Mayor of Qinhuangdao City. The following year, he was transferred to the position of Secretary of Cangzhou City Committee. In 2016, he joined the Standing Committee of Hebei Provincial Committee and served as Secretary General and Secretary of the Provincial Government Working Committee.
In 2017, Shang Liguang took up a cross provincial position and was transferred to serve as a member of the Standing Committee and Secretary of the Political and Legal Affairs Committee of Shanxi Province. In October 2021, Shang Liguang was appointed as the Deputy Secretary of the Shanxi Provincial Party Committee until his current appointment.
According to Shanxi Daily, Shang Liguang's last public appearance was on September 2nd. On that day, the 6th session of the "Three Jin Lecture Hall" was held in Taiyuan, attended by Shang Liguang.
Shang Liguang was the first deputy secretary of the provincial party committee to be demoted after the 20th National Congress of the Communist Party of China, and also the first provincial and ministerial level cadre to be demoted after the 20th National Congress of the Communist Party of China in Shanxi Province. Before Shang Liguang, Liu Xinyun, Deputy Governor and Director of the Provincial Public Security Department, was also investigated as a provincial and ministerial level cadre in Shanxi Province. He was arrested on April 9, 2021, and after his arrest, it was Shang Liguang who took over his work.
On the evening of Liu Xinyun's downfall, the Provincial Public Security Department held an expanded meeting of the Party Committee. The then Secretary of the Provincial Party Committee, Lou Yangsheng, attended the meeting and delivered a speech. The meeting announced that Shang Liguang was presiding over the comprehensive work of the Provincial Public Security Department. Shang Liguang stated at the meeting that he firmly supports the decisions of the central government, resolutely implements a series of decisions and deployments of the central government to adhere to the Party's management and comprehensive strict governance of the Party, fulfills his duties, fulfills his mission, and fulfills his responsibilities. He leads the public security organs throughout the province to resolutely maintain national political security, ensure social stability, crack down on all illegal and criminal activities, and clean up all mud and water.
In addition, Shang Liguang and Wang Xuefeng, former member of the Party group and deputy director of the Standing Committee of the Hebei Provincial People's Congress, who was dismissed in January this year, have also worked together for a long time. Wang Xuefeng worked at the Discipline Inspection Commission of Hebei Province from 2001 to 2010. He served as a member of the Standing Committee and Secretary General of the Commission, Deputy Secretary of the Commission since 2004, Director of the Provincial Supervision Department in 2007, and Executive Deputy Secretary of the Commission in 2008. He is an old leader and colleague of Shang Liguang. After Wang Xuefeng was appointed as the Secretary of the Tangshan Municipal Party Committee in 2010, Shang Liguang succeeded him as the Executive Deputy Secretary of the Provincial Commission for Discipline Inspection.
