Answer: Since the orderly resumption of entry and exit document processing, the number of entry and exit document processing in this city has shown a rapid growth and continued to operate at a high level, especially on Saturday reception day, which is the peak of document processing. Since May, the number of daily certificate applications has exceeded 30000 for four consecutive Saturdays. Among them, the average number of daily certificate applications for minors such as primary and secondary school students is nearly 10000, which is more than 10 times that of regular working days. Students can only choose to go to school on Saturdays to gather and obtain permits, which also makes the waiting time for obtaining permits on Saturdays relatively long.

In view of the rigid demand of citizens to take advantage of the summer vacation to take their children out of the country and urgently obtain entry and exit documents in advance, and to alleviate the pressure of obtaining permits on Saturday reception days, we have chosen to open a night special session for underage students to apply for entry and exit documents for under 18 years old for three consecutive weeks before the summer vacation.

In the aspect of college students' exit and entry permit handling, we found in our work that the certificates issued by college students with registered residence from other provinces and cities studying in Shanghai were not in the same format or part of the seals did not meet the requirements of the regulations. By actively connecting with the Municipal Big Data Center and the Municipal Education Commission, we have established an online query path for student status information. Those who pass the verification during the application process can be exempted from submitting paper proof materials with the school's official seal affixed; If the student registration information cannot be queried due to data reasons, we will also adopt a "tolerance acceptance" approach, accepting first and then making up for it, to avoid students traveling back and forth multiple times.

Q: How has the convenience of obtaining permits improved after the expansion of the scope of government services for "single window for foreigners to work and reside"?

Answer: "Single Window for Foreigners' Work and Residence" is the first foreign talent certification service model in Shanghai. Through window integration and business process reengineering, the work permit and residence permit window business originally belonging to our bureau and the Municipal Foreign Experts Bureau have been successfully integrated into a "single window" for "one window acceptance and simultaneous issuance". Currently, it has achieved full coverage throughout the city, deep integration of online and offline, and has been replicated and promoted nationwide.

After the expansion of the "single window" government service scope, foreign talents holding Class B work permits can submit work permit and residence permit applications in one go through the "single window" in four key development areas, including Pudong New Area, Free Trade Zone Lingang New Area, Hongqiao International Central Business District, and Yangtze River Delta Integration Demonstration Zone, in the same way as Class A through parallel application. After being approved by the two departments, applicants only need 7 working days to collect both documents at the same time, and the processing time is significantly shortened. Over a hundred people have successfully completed the pilot program in the early stage, enjoying the policy dividend of a "single window". In the future, we will further expand the coverage of policies and hope to use more measures to help attract talents and talents in this city, and continuously optimize the foreign-related business environment.

Q: In what situations can I apply for a personal visa for a foreigner at a port online?

Answer: For enterprises and units in Shanghai that need to invite foreigners to enter due to urgent business reasons, if they cannot complete the visa in advance due to time constraints, they can apply for a port visa.

This time, we have launched online pre acceptance for individual visas for foreign nationals at ports. Enterprises and units in Shanghai that invite foreign nationals to enter only need to log in to the "One Network Application" platform or our bureau's e-government platform through the legal representative's digital one card to submit an application. The port visa department will review the application within 3 working days.

Once approved, invited foreigners can apply for a port visa upon arrival at the port with a downloaded and printed receipt, greatly improving convenience. Through online pre acceptance, enterprises have achieved zero runs and zero submission of paper materials. Since the pilot program began this year, more than 900 applications from various foreign experts and technical personnel who need to urgently enter the country for business discussions, technical support, and other reasons have been accepted, helping to optimize the foreign-related business environment in this city.
