The old city government building is the core building of the 160 Neighborhood Protective Comprehensive Renovation Project in Huangpu District. The project was officially launched in early 2015; on October 9, 2019, the renovation of the old building started; in September 2020, the project fully started; it will be completed in April 2023 The building has been enclosed for a century. Construction was completed in May this year and entered the investment stage. After nearly 10 years of hard work, all parties involved in the project have achieved the "reappearance and reshaping of functions" of the entire neighborhood, turning "old" into "classic". The old city government building, which has extremely important historical status and symbolic significance in Shanghai, will return to the city and serve the city with a completely new look and a complex functional format.
During the event, the Bund·Old City Hall brand logo was officially unveiled. The brand logo is inspired by the iconic perspective shape of the old city government building. Lines are used to outline the classic appearance of the old city government building, retaining the historical and artistic sense of the building itself, and at the same time signaling a city rich in traditional charm and modern vitality. The Bund Old City Hall project is located in the core area of the Bund historical and cultural area and the Bund financial cluster. It is surrounded by Jiangxi Middle Road, Fuzhou Road, Henan Middle Road and Hankou Road. The main buildings of the project include enclosed buildings along the street, red buildings in the courtyard, multi-functional courtyard buildings, underground spaces, etc. The above-ground construction area is about 42,000 square meters. In 2014, according to the overall deployment of the Municipal Party Committee and Municipal Government, the Huangpu District Government signed a cooperation agreement with Shanghai Real Estate Group, and the Bund Old Construction Company was jointly established by the Bund Investment Group affiliated to Huangpu District and the Real Estate Investment Company affiliated to Shanghai Real Estate Group. The project renovation plan is led by the famous British architect David Chipperfield, who is the winner of the 2023 Pritzker Architecture Prize. From the launch of the international solicitation of plans in 2015 to the basic finalization of the design plan in 2020, it took five years to optimize and adjust for excellence. During this period, nearly 30 drafts of the plan were formed, and countless seminars, expert meetings, and reporting meetings were organized. During the process, we paid attention to historical research, sorted out historical materials including the Shanghai Urban Construction Archives, the British Archives historical drawing files and various historical records, and compiled a project historical research report to accurately grasp the historical context; we also focused on cultural preservation of buildings. Ontological survey uses laser point cloud to scan the entire building, collects accurate data, and establishes a huge database to ensure that the design baseline drawings are accurate; it pays attention to listening to expert opinions and introduces authoritative experts in the fields of planning, architecture, cultural preservation, and humanities as well as relevant municipal and district officials. The management department formed an expert group to discuss, discuss, optimize and improve the design plan. Finally, an architectural planning and design scheme was formed with the main content and characteristics of strengthening the protection of historical buildings, respecting the historical spatial pattern, properly handling the relationship between new and old buildings, expanding public open spaces, and revitalizing the use of historical buildings. During the reconstruction and construction, respect for history and scientific protection will be regarded as the main principles of restoration. Through sufficient historical research and on-site analysis, "one policy, one policy" will be given priority to using traditional techniques for restoration, while fully absorbing international advanced concepts and technologies. For example, in order to achieve the effect of repairing the heavily preserved area as before, the colors, materials, processes, etc. of the original doors, windows, handles, walls, floors, etc. were researched and researched before construction, and then the appropriate ones were selected "one by one". The technology and materials were classified and restored piece by piece; in order to completely repair and protect the red building in the project courtyard at the original site, and take into account the overall underground engineering implementation, the red building was first moved, and then jacked up and restored after the underground engineering construction at the original site was completed. In the comprehensive protective renovation project of 160 Neighborhoods, Huangpu District also organically integrated the protection and utilization of red cultural resources with urban renewal. Relying on the original office of Mayor Chen Yi and adjacent building spaces in the old city government building, Huangpu District fully explored the red genes in historical buildings. With the support of relevant municipal departments and units, a themed exhibition on the former office site of Mayor Chen Yi was planned and held to build a people's city.
