The Ministry of Natural Resources recently issued a notice, clearly requiring resolute prevention of illegal occupation of arable land, damage to the ecological and living environment, and infringement of the legitimate rights and interests of the people. This policy is highly targeted and timely.
The protection of arable land is related to food security, which is the greatest concern of the country. Over the years, no matter how the international situation changes, we have ensured that over 1.4 billion Chinese people have their meals ready at midnight every day, have a full stomach, and their rice bowls are becoming more and more stable, and they are eating better and better. This is a firm defense of farmland, the cornerstone of food security. The string of farmland protection must be constantly tightened. The major typical cases of illegal and irregular activities discovered by the 2022 farmland protection inspection mainly include encroaching on farmland, digging lakes for landscaping, constructing green belts beyond standards, and building manor complexes. The problem of "not eating for the landscape" is prominent, and it is necessary to take "long teeth" hard measures to firmly curb the "non agriculturalization" of various types of farmland, prevent the "non grainification" of farmland, have zero tolerance for new illegal activities, and resolutely investigate and rectify illegal activities in accordance with the law. At the same time, for some high-quality farmland that has been lost unreasonably in the past, we must adhere to the principle of cultivating according to local conditions, cultivating according to forest conditions, and restoring according to grass conditions in a planned and rhythmic manner. However, the recovery process must not be "simplified" or "one size fits all".
Based on the national conditions and laws, we will resolutely crack down on the encroachment of cultivated land and permanent basic farmland for gardening, lake building, afforestation, landscaping, etc. This is by no means the so-called "turning over Shaobing (Baked cake in griddle)", "returning forests to farmland", and we cannot steal the concept. The fundamental purpose of orderly implementing the policy of returning farmland to forests and grasslands is to improve the ecological environment. These plots are ecologically fragile and suitable for afforestation but not for cultivation. It is strictly prohibited to cultivate farmland in forested areas, wetlands, river and lake areas, as well as areas with severe desertification and soil erosion. Moreover, afforestation and tree planting on permanent basic farmland are strictly prohibited. Both aspects are explicitly prohibited.
At present, the system, planning, and technical means for protecting arable land in China are gradually improving. The Central Committee of the Communist Party of China and the State Council have issued the first national level land spatial planning outline of "multi planning integration", which delineates the "three control lines" of arable land and permanent basic farmland protection red line, ecological protection red line, and urban development boundary. The protection red line for 1.8 billion mu of arable land and 3.15 million square kilometers of ecological protection red line are both high-voltage lines and lifelines. The principle of combining planning and management should be followed, and the Guiding Opinions on the Unified Planning of Three Control Lines in National Land Space Planning should be implemented. It is not allowed to demolish the east wall to make up for the west wall.
These new things ultimately need to "land on the ground" and fall on the actual production and operation of farmers. Technological means and management concepts should also be advanced. In addition to administrative and legal means, economic means should also be better utilized. Through interest adjustment mechanisms, the enthusiasm of farmers and collectives to protect forests should be fully mobilized.
The greatness of a country requires a greater emphasis on its details. Spring plowing and autumn harvest, summer cultivation and winter storage, agricultural production follows a natural rhythm. For the rectification and restoration of illegal use of arable land, it is necessary to respect the laws of agricultural production, and it is strictly prohibited to forcibly pull out seedlings, cut trees, fill pits and level ponds without considering that the fruit trees are in their full fruit period, the trees are in their mature forest period, and the fish ponds are in the harvest season; We must respect the wishes of farmers, and set up a transition period that is reasonable, reasonable, and realistic. We must provide policy explanations and reasonable compensation, and restore farmland in a planned, targeted, and rhythmic manner. We must make farmland protection an important component of comprehensively promoting rural revitalization, building harmonious rural areas, and making farmers an important action subject for protecting farmland.
