[Xi Sheng Echo] Birds Sing and Fish Leaping in Inner Mongolia's "One Lake and Two Seas" Blossoms New Face Comprehensive Management | Ecology | New Face
Xi Jinping: It is necessary to coordinate the management of mountains, rivers, forests, fields, lakes and grasses, speed up the comprehensive management of water ecology in Hulun Lake, Wuliangsuhai and Daihai, and build a green Great Wall of thousands of miles in the northern border of the motherland.
This passage comes from the speech made by General Secretary Xi Jinping during the deliberation of the Inner Mongolia delegation at the first session of the 13th National people's Congress on March 5, 2018.
The General Secretary emphasized that managing the Wuliangsuhai River Basin well is of great significance for ensuring ecological security in northern China. The direction for the governance and protection of Wuliang Suhai is clear, which requires careful management and care, consistent and long-term efforts, to protect this "pearl outside the Great Wall" and leave a beautiful home with green mountains, beautiful water, and fresh air for future generations.
In the summer, the Wuliang Plain Sea is filled with rippling blue waves, birds singing and fish leaping. On the water surface, clusters of lush reeds sway in the wind, providing a home for migratory birds to inhabit, forage, and breed; Along the lake shore, a wide variety of migratory birds roam in the shallow mudflat and the clear water, adding a touch of smart atmosphere to the lake in summer; Outside the watershed, people continue to carry out ecological restoration work in an orderly manner, including desert management, forest and grass restoration, mining management, and seawall improvement.
Wuliangsuhai, Daihai and Hulun Lake together form the three largest freshwater lakes in Inner Mongolia, which play an important role in regulating climate, repairing ecology and conserving water sources. A few years ago, due to natural and human factors, "one lake, two seas" experienced varying degrees of lake surface reduction and water quality deterioration.
"In recent years, Bayannur City has adopted a comprehensive management approach to comprehensively manage the Wuliangsuhai Basin, and the results have been very significant." Gao Zhanfei, Deputy Director of the Wuliangsuhai Ecological Protection Center, said that since 2018, the overall management of Wuliangsuhai has shifted from "governing lakes" to "governing watersheds" in accordance with the concept of systematic management of mountains, waters, forests, fields, lakes, grasslands, and sands, and from "single element" to "multi element" ecological restoration.
Daihai, like Wuliangsuhai, although called a sea, is not a sea, but one of the third largest inland lake and one of the four largest aquatic areas in Inner Mongolia. At present, Daihai has a water surface area of 46.6 square kilometers and is the mother lake of 119000 grassland children in Liangcheng County, Ulanqab City. Compared with before the governance, the average groundwater level around Daihai increased by 31 centimeters during the 13th Five Year Plan period; Water quality indicators meet the requirements of planning and governance objectives; The comprehensive vegetation coverage has increased by 2 percentage points, reaching 70%; The number of bird species has increased from 68 to 91.
Hulun Lake in Hulunbeier City is the largest lake in Inner Mongolia, with an area of more than 2000 square kilometers, making it a truly huge lake like Shanghai on the grassland. Since 2013, Hulunbeier City has promoted the systematic management of mountains, rivers, forests, fields, lakes, grass and sand, organized and implemented 59 projects around the fields of source control, sewage interception, ecological restoration, etc., with a total investment of more than 5 billion yuan. The water level and surface area of Hulun Lake have steadily increased, and the newly opened lake that has been dry for 15 years has started to inject water again. Through comprehensive measures, the water surface area of Hulun Lake will reach 2237.5 square kilometers and the water volume will reach 13.49 billion cubic meters in 2022, and the biodiversity of the basin will gradually increase.
In recent years, Inner Mongolia has made every effort to promote the comprehensive management of "one lake, two seas", and has made it an important political task to do a good job in ecological environment protection and management of "one lake, two seas". Transforming from "governing lakes" to "governing river basins", through specific governance measures of "one lake, one policy", we will promote the implementation of rectification and make "one lake, two seas" vibrant again.
