When conducting research in the Chemical Industry Park of Suzhou Economic and Technological Development Zone, the reporter saw that Anhui Yidun Technology Co., Ltd., with a total investment of 2 billion yuan, has taken the lead in the research and development, production, and sales of disinfectants and pharmaceutical intermediates. The first phase of the project is currently undergoing ground construction and equipment procurement.
Li Xiaoning, Director of the Management Committee of Suzhou Economic and Technological Development Zone, said that the development zone selects the best among the enterprises that come to settle down. Many enterprises in the chemical industry park are single champions, specialized and innovative "little giants" in the field, constrained by factors such as factor costs, and their development space in Jiangsu, Zhejiang, and Shanghai is limited. Liyi Precision is located in the industrial cooperation zone at the junction of Changxing County and Anji County in Huzhou City, and its geographical conditions are inherently inadequate. Reverse and bidirectional enclaves bring new vitality

In an office building in Binjiang District, Hangzhou City, the reporter saw the "Bintai Science and Technology Innovation enclave" established by leasing a site funded by Binjiang District and Taishun County, Wenzhou City. Unlike in the past when developed regions invested in factories and established "enclaves" in underdeveloped areas, Taishun County in the mountainous areas of southern Zhejiang Province "reversed" to Hangzhou Binjiang District, where scientific and technological innovation elements are more concentrated, to establish "enclaves" and explore a new model of "research and development in enclaves, manufacturing in Taishun".

Zhou Shifeng, Vice President of Zhejiang Development Planning Research Institute, believes that promoting the integration of urban agglomerations, coordinating the development of central cities and surrounding small and medium-sized cities, complementing the advantages of industrial chains, and gradually reducing the level of public services are crucial.
From 2012, Zhejiang and Anhui provinces established a pilot ecological compensation mechanism for the Xin'an River basin, to 2021, upgrade the construction of the Xin'an River Qiandao Lake Ecological Protection Compensation Pilot Zone. Mount Huangshan City, located in the upstream of Anhui Province, has kept the ecological bottom line, sending a clear river to the downstream, and Xin'an River has also become a national model for cross regional ecological civilization management.
Zhou Shifeng believes that taking the successful exploration of Xin'anjiang as an example, the three provinces and one city in the Yangtze River Delta should strengthen institutional and mechanism innovation, coordinate the layout and planning of different regional functional positioning.
